The National Security Education Day was held today featuring an opening ceremony with a keynote address delivered via video link by Director of the Hong Kong & Macao Work Office of the Communist Party of China Central Committee and Director of the State Council Hong Kong & Macao Affairs Office Xia Baolong. In his video speech, Mr Xia highlighted that President Xi Jinping has identified the 15th Five-Year Plan period as a crucial stage for reinforcing development foundations. He noted it is essential for pushing ahead on all fronts to basically realise socialist modernisation. “We should place greater emphasis on ensuring both development and security, with a comprehensive assessment of domestic and external risks and challenges, improve the national security system, strengthen our capacity to safeguard security, facilitate the virtuous interaction between high-quality development and high-level security through high-efficiency governance, and ensure the new development pattern with a new security architecture," he added. Mr Xia outlined four guiding principles for implementing the spirit of President Xi's speech, focusing on balancing development and security to advance the "one country, two systems" principle during the 15th Five-Year Plan period. First, he emphasised the need to thoroughly understand the inner logic of Hong Kong's transition from chaos to order and then from stability to prosperity, noting that the city’s hard-won progress must be cherished. Second, the Director stressed that security should never be taken for granted. He called for constant vigilance against various risks and dangers that could threaten Hong Kong's prosperity and stability. Third, Mr Xia urged the city to seize strategic opportunities arising from major global changes. He highlighted the importance of proactively aligning with the National 15th Five-Year Plan to accelerate high-quality development. Fourth, he noted it is imperative for all sectors of the community to join forces to safeguard security and work together to build a better Hong Kong. Mr Xia stressed that security is a prerequisite for development, noting that progress is not possible without a secure environment. He urged the community to strengthen “bottom-line thinking” and maintain constant vigilance against all potential risks, particularly external interference and geopolitical or public security threats. Turning to the 15th Five-Year Plan, Mr Xia pointed out that Hong Kong should enhance its scientific forward planning. He identified the Northern Metropolis as a strategic priority and called for the use of education and technology as primary engines for growth. The Director also highlighted the need to promote synergy among industry, academia and research. He emphasised the importance of fostering the integrated development of education, technology and talent to drive the city’s new chapter of development. He added that the planning should also elaborate on constituent projects, and forge new platforms and new drivers for development. Chief Executive and Hong Kong National Security Committee Chairman John Lee thanked Mr Xia for delivering the keynote speech, adding that it was rich in substance and profound in exposition. “It comprehensively elucidates the inherent logic between safeguarding national security and promoting economic and social development in Hong Kong, and profoundly points the way forward for the Hong Kong Special Administrative Region," Mr Lee said. Mr Lee said the Hong Kong SAR Government will proactively align with the 15th Five-Year Plan to formulate Hong Kong's first five-year plan. “We will complete the work within this year, providing a clear guidance for socio-economic and livelihood development,” he added. The State Council Information Office released the white paper earlier this year titled “Hong Kong: Safeguarding China's National Security Under the Framework of One Country, Two Systems”. Mr Lee said he will lead and co-ordinate the executive authorities, the legislature and the judiciary of the Hong Kong SAR to effectively prevent, suppress and punish acts and activities that endanger national security in accordance with the law. “I will create high-standard security for the high-quality development and implement six important initiatives,” he said. “First, upholding the unity of the central government's fundamental responsibility and the Hong Kong SAR's constitutional responsibility. Second, keeping the power to govern the Hong Kong SAR firmly in the hands of patriots. Third, respecting the rule of law and ensuring human rights. Fourth, following a holistic approach to development and security. Fifth, safeguarding security with greater openness. Sixth, improving the governance system for public security.” Also speaking at the ceremony were Director of the Liaison Office of the Central People's Government in the Hong Kong SAR and National Security Advisor of the Hong Kong National Security Committee Zhou Ji; Head of the Office for Safeguarding National Security of the Central People's Government in the Hong Kong SAR Dong Jingwei; Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong SAR Cui Jianchun; and Political Commissar of the Chinese People's Liberation Army Hong Kong Garrison Lai Ruxin. The Hong Kong SAR Government said it will continue to promote and deepen national security education in innovative and diversified ways to encourage all citizens to safeguard national security. As of the end of March, the National Security Exhibition Gallery has attracted over 1.7 million visitors. The Hong Kong SAR Government also noted that it will continue to deepen the National Security Education District Tutor Training Scheme. As of early 2026, approximately 3,300 individuals completed the training. The trained tutors have organised more than 7,400 promotional activities for national security education, reaching a total of over 750,000 person-times. The National Security Youth Ambassador Training Scheme, which was launched in February 2025, has successfully trained about 200 youth ambassadors to date.
全民國家安全教育日今日舉行。中央港澳工作辦公室主任、國務院港澳事務辦公室主任夏寶龍在開幕典禮致辭時說,需要深刻理解香港從由亂到治走向由治及興的內在邏輯,倍加珍惜來之不易的良好局面;行政長官、香港特別行政區維護國家安全委員會主席李家超則說,特區政府會主動對接十五五規劃,今年內完成制定香港首個五年規劃。 夏寶龍以視頻方式發表主旨致辭。他說,習近平主席強調,十五五時期是基本實現社會主義現代化夯實基礎、全面發力的關鍵時期,要更加注重統籌發展和安全,通盤考慮內外部風險挑戰,健全國家安全體系,增強維護安全能力,以高效能治理促進高質量發展和高水平安全良性互動,以新安全格局保障新發展格局。 夏寶龍就學習貫徹習近平主席重要講話精神,統籌發展和安全,以高水平安全護航香港由治及興,開創十五五時期「一國兩制」事業新局面,提出四點意見,包括:第一,需要深刻理解香港從由亂到治走向由治及興的內在邏輯,倍加珍惜來之不易的良好局面;第二,需要清醒認識安全不是一勞永逸的,對影響香港繁榮穩定的各種風險隱患時刻保持警惕;第三,需要搶抓百年變局下的戰略機遇,主動對接國家十五五規劃、加快推動香港高質量發展;第四,需要全社會共同努力和守護,匯聚共建美好香港的磅礴力量。 夏寶龍強調,有安全才有發展,沒有安全一切都無從談起,只有守住安全底線,才能贏得發展、贏得未來;要強化底線思維,時刻提高警惕,包括警惕外部勢力插手干預的風險,警惕地緣政治帶來的風險,警惕公共安全領域存在的風險。夏寶龍指出,在十五五新征程上,香港要着力強化規劃引領,而規劃應具備科學性和前瞻性,突出北部都會區這個重點,以教育和科技為引擎,推動產學研協同和教育科技人才一體化發展,注重項目支撐,積極培養發展新平台、新動能。 夏寶龍表示,相信特區政府一定會切實履行好「當家人」和「第一責任人」的職責,更好統籌發展「第一要務」和安全「頭等大事」,集眾人之智編制實施好首個五年規劃;相信立法、司法機關一定會自覺尊重和維護行政主導,與行政機關各司其職、各負其責、協作配合,為十五五時期香港高質量發展提供有力法治保障。 夏寶龍希望工商界和企業家當好推動香港經濟發展的主力軍,積極做香港五年規劃的支持者、實踐者;希望各大高校充分發揮香港教育品牌優勢和國際化特色,主動對接國家戰略,聚焦前沿科技研發,引進和培養國家和香港急需的各類人才;希望社會各界全力支持行政長官和特區政府依法施政,不斷凝聚主動對接國家十五五規劃、建設美好香港的共識;希望廣大青年把握機遇,在積極參與粵港澳大灣區、北部都會區建設等熱潮中逐夢打拼。 李家超衷心感謝夏寶龍發表主旨致辭,並表示其致辭內涵豐富、論述深邃,全面闡明了香港維護國家安全與推動經濟社會發展的必然邏輯,深刻揭示了香港特區前進的道路方向。 李家超說,今年的全民國家安全教育日正值國家十五五規劃開局之年,也處於香港開創新發展新局面的關鍵階段。特區政府會主動對接十五五規劃,今年內完成制定香港首個五年規劃。 國務院新聞辦公室早前發布《「一國兩制」下香港維護國家安全的實踐》白皮書,李家超指,他會領導和統籌特區包括行政、立法、司法機關依法有效防範、制止和懲治危害國家安全的行為和活動,以高水平安全護航高質量發展,堅決落實六項重任,包括堅持中央的根本責任和特區的憲制責任相統一;堅持把特區管治權牢牢掌握在愛國者手中;堅持法治、保障人權;堅持統籌發展與安全;堅持在開放中維護安全;完善公共安全治理體系。 李家超表示,世界變亂交織、動盪加劇、地緣衝突易發多發,外部形勢複雜嚴峻。面對世界百年未有之大變局加速演進,要踐行白皮書的核心要義,認識和把握總體國家安全觀,堅持底線思維、極限思維,堅定扛起維護國家安全的憲制責任,持續築牢國家安全屏障,堅定不移建設高水平安全,護航「一國兩制」實踐行穩致遠。 中央人民政府駐香港特別行政區聯絡辦公室主任、香港特區國安委國家安全事務顧問周霽致辭時指出,須進一步增強特區各界維護國家安全的意識,進一步築牢香港高質量發展的安全屏障,進一步提升特區維護國家安全的能力水平。 中央人民政府駐香港特別行政區維護國家安全公署署長董經緯致辭時,就香港如何在由治及興進程中更好實現安全發展,分享三點認識,提出三個必須,包括必須堅決守護國安底線;必須堅定踐行國安法治;必須持續築牢國安屏障。 中華人民共和國外交部駐香港特別行政區特派員公署特派員崔建春表示,面對動盪複雜的國際形勢,堅持統籌發展和安全,是香港應對外部風險挑戰的「壓艙石」,也是香港主動對接國家十五五規劃,全力拼經濟、謀發展、惠民生的「信心源」。 中國人民解放軍駐香港部隊政治委員賴如鑫則指,駐香港部隊堅決聽從習主席指揮,認真貫徹「一國兩制」方針和香港特別行政區《基本法》、《駐軍法》,全面加強練兵備戰,全力支持特區政府依法施政,全心全意服務人民,堅定捍衞國家安全底線,堅決維護香港繁榮穩定。 特區政府會繼續以創新、多元的方式宣傳及持續深化國家安全教育,推動全民自覺維護國家安全。截至今年3月底,國家安全展覽廳參觀人次已超過170萬,包括26萬名中、小學生及18萬名公務員。地區導師培訓計劃繼續深化,截至今年年初,已有約3,300名地區導師完成培訓,累計舉辦逾7,400場國安教育推廣活動,接觸逾75萬人次市民。青年國安大使培訓計劃去年2月展開,至今已培訓約200名青年國安大使。
To mark National Security Education Day, the Department of Justice (DoJ) today held the National Security Legal Forum on the theme of the White Paper titled "Hong Kong: Safeguarding China's National Security Under the Framework of One Country, Two Systems". The forum invited renowned legal experts, academics and representatives from different sectors to discuss Hong Kong's endeavours in safeguarding national security as well as the experience and insights gained in the process. The goal is to deepen the awareness and correct understanding of all sectors of the community on the city's role in safeguarding national security, actively fulfil the practical requirements of the white paper and to achieve high-quality development of the "one country, two systems" policy under the auspices of high-standard security. Delivering his opening remarks, Secretary for Justice Paul Lam said that the white paper not only reviews Hong Kong's endeavours in safeguarding national security and the experiences and insights gained in the process, but also sets out six fundamental principles in building high-standard security in order to support the high-quality development of Hong Kong. Mr Lam said that Hong Kong does not pursue "absolute security" or "generalised security" in safeguarding national security, but rather "relative security," which is also the definition of national security in the country's national security laws. He noted that the white paper states that Hong Kong should follow a holistic approach to development and security, and achieve a dynamic balance between the two; safeguard security with greater openness; respect and ensure human rights; safeguard security under the rule of law, especially with the judicial authorities exercising adjudicative power independently and free from any interference in trying cases pertaining to national security in accordance with the law. Mr Lam stated that national security, like air and sunshine, is something without which one cannot survive, yet too often, mistakenly, is taken for granted. To arouse the awareness and vigilance of people in this respect and provide them with a proper and sufficient understanding of the fundamental principles that Hong Kong follows in safeguarding national security, he urged various sectors of the community to study the white paper carefully. This year's forum invited the Chinese Association of Hong Kong and Macao Studies Vice President and Professor of the Tsinghua University School of Law Prof Wang Zhenmin to deliver a keynote speech to share his insights on the main content and principles of the white paper. Two panel discussions followed, beginning with the first titled "Clearing up confusion and misunderstandings - Hong Kong's endeavours in safeguarding national security". Speakers from the legal sector reviewed the development of Hong Kong's laws for safeguarding national security, discussed relevant judicial cases, and conducted a comparative study and analysis of the relevant national security cases and laws in other countries, demonstrating Hong Kong's consistent adherence to the rule of law and respect for and protection of human rights in implementing national security laws. The second panel discussion - featuring a member of the Committee for the Basic Law of the Hong Kong Special Administrative Region of the Standing Committee of the National People's Congress, an esteemed leader of the local business sector, and a Rule of Law Education (ROLE) ambassador under the DoJ’s ROLE Stars Train-the-Leaders Programme - explored how Hong Kong can achieve a dynamic balance between development and security, and how promoting national security education can build social consensus to safeguard the steady and long-term implementation of the "one country, two systems" principle with high-standard security. Deputy Secretary for Justice Cheung Kwok-kwan, in his closing remarks said that the white paper has significant guiding value to Hong Kong. He pointed out that the white paper reminded people once again that Hong Kong has the constitutional responsibility of effectively safeguarding national security, and that the Hong Kong Special Administrative Region Government and all sectors of the community should proactively implement the practical requirements of the white paper. He noted that speakers of the two panel discussions conducted in-depth discussions from various perspectives on issues such as the development of Hong Kong's laws for safeguarding national security, and how to achieve a dynamic balance between development and safeguarding national security. The discussions provided an excellent starting point for the participants to understand the essential requirements of the white paper, Mr Cheung added. Citing the white paper, Mr Cheung said that safeguarding national security is a responsibility shared by all members of society. Everyone is a stakeholder and beneficiary, and no one can be a mere spectator. He expressed hope that the forum today would further enhance public awareness of safeguarding national security and enrich public understanding of the importance of the white paper, and encouraged the community to cherish today's safe and stable environment.
The Security Bureau (SB) and its disciplined services and auxiliary services held a flag-raising ceremony, a national security knowledge challenge and other activities to mark National Security Education Day today. The SB and its disciplined services jointly held a flag-raising ceremony at the Police College this morning. Officiating at the ceremony, Chief Secretary Chan Kwok-ki said the theme of this year’s National Security Education Day, “Proactively Align with the 15th Five-Year Plan Follow a Holistic Approach to Development and Security”, aimed to remind Hong Kong to better integrate into and serve the overall national development, and to contribute Hong Kong’s strengths and commitment to the journey of the country's modernisation. He noted that the Hong Kong Special Administrative Region Government will spare no effort to strengthen its capability in law enforcement and co-ordination, deepen national security education, and adhere to the principle of “patriots administering Hong Kong”, so as to prevent and neutralise security risks. Mr Chan then officiated at the Safeguarding National Security Cup awards presentation ceremony to commend the contestants of the SB, disciplined services and auxiliary services for holding sports competitions, which showcased their flexibility and team spirit to inject impetus into the promotion of safeguarding national security. In the afternoon, the Department of Justice, the SB, the Education Bureau and the Hong Kong Shine Tak Foundation jointly organised the finals and award presentation ceremony of the Territory-wide Inter-school National Security Knowledge Challenge 2025/26. The challenge attracted a record number of more than 132,000 students from 651 primary and secondary schools. The content of the “Hong Kong: Safeguarding China’s National Security Under the Framework of One Country, Two Systems” white paper was also incorporated into the challenge, keeping national security education abreast of the times. In a video speech, Mr Chan thanked the principals and teachers for their support to help students gain more national security knowledge through the competitions. He noted that teachers and students of the winning school teams were invited to join a study tour to the Mainland to know the country’s latest developments and experience stability and social advancement under the safeguard of national security. He also encouraged students, teachers and all sectors of society to proactively shoulder the duty of safeguarding national security and be the guardians of national security with a sense of responsibility and vision. Also officiating at the ceremony, Secretary for Justice Paul Lam supplemented that since the promulgation and implementation of the Hong Kong National Security Law, order in the community has been restored, and steady economic development has been ensured. To maintain the current hard-earned situation, citizens have to safeguard national security of their own accord. The highlights of the finals and the award presentation ceremony will be broadcast at 10.30 tonight and 7.30pm on April 19 on HOY Infotainment. Apart from the above-mentioned activities, Secretary for Security Tang Ping-keung also attended the National Security Education Day Opening Ceremony & Seminar held by the Committee for Safeguarding National Security of the Hong Kong Special Administration Region at the Convention & Exhibition Centre. Mr Tang’s other related engagement was the book launch ceremony of a national security children’s picture book, organised by the Federation of Hong Kong Guangdong Community Organisations.
適逢全民國家安全教育日,律政司今日舉辦國安法律論壇,邀請知名法律專家、學者和不同界別代表,以《「一國兩制」下香港維護國家安全的實踐》白皮書為題,聚焦討論香港維護國家安全的實踐歷程和經驗啟示,加深各界對香港維護國家安全的意識和正確理解,積極履行白皮書實踐要求,以高水平安全護航「一國兩制」事業高質量發展。 律政司司長林定國致歡迎辭時表示,白皮書不單全面回顧香港在維護國家安全方面所作的努力,以及在過程中累積的經驗和見解,當中的「六個堅持」系統更論述以高水平安全支持香港高質量發展。 林定國指,香港維護國家安全的實踐不追求「絕對安全」或「泛化安全」,而是追求「相對安全」,這也是國家安全法律中對國家安全的定義。白皮書指出,香港應堅持統籌發展與安全,推動發展和安全的動態平衡,也應堅持在開放中維護安全、尊重和保障人權、在法治軌道上維護安全,特別是司法機關獨立行使審判權,依法審理涉及國家安全的案件,不受任何干涉。 他表示,白皮書明確指出國家安全猶如空氣、陽光,受益而不覺,失之則難存。為了喚起市民在這方面的意識和警覺,充分了解香港維護國家安全所遵循的基本原則,他敦促各界人士認真研讀白皮書。 論壇邀得全國港澳研究會副會長、清華大學法學院教授王振民發表主題演講,就白皮書的主要內容和原則精神分享真知灼見。 兩個座談環節隨後進行,第一個環節題為「正本清源---香港維護國家安全的實踐歷程」。法律界講者回顧香港在維護國家安全法律方面的發展,並探討相關司法案例,以及對其他國家的相關國家安全案例和法律進行比較研究和分析,展示香港在實踐維護國安法律的過程中,一直堅持法治原則、尊重和保障人權。 第二場座談環節則由全國人民代表大會常務委員會香港特別行政區基本法委員會委員、本地商界領袖和律政司法治教育領袖培訓計劃法治教育大使討論香港如何推動發展和安全的動態平衡,以及通過推廣國家安全宣傳教育凝聚社會共識,以高水平安全護航「一國兩制」實踐行穩致遠。 律政司副司長張國鈞為論壇致閉幕辭時指,白皮書對香港具有一錘定音的指導意義,再次提醒香港要切實履行維護國家安全的憲制責任,特區政府和香港各界要積極履行其實踐要求。 他說,兩場座談環節的講者分別從不同角度就香港維護國家安全法律的發展,以及如何在維護國家安全和發展之間取得動態平衡等方面作出深入討論,為與會者理解白皮書的實踐要求提供良好開端。 張國鈞表示,正如白皮書所述,維護國家安全沒有「局外人」,人人都是國家安全的持份者、受益人,也是國家安全的守護者、責任人。他希望論壇能進一步提高大眾維護國家安全的意識和更加明白白皮書的重要性,珍惜目前的安全和穩定局面。
