Chief Secretary Chan Kwok-ki today chaired a meeting of the interdepartmental working group on festival arrangements to co-ordinate government departments’ preparatory work ahead of the Mainland’s National Day Golden Week, which will run from October 1 to 7. Deputy Chief Secretary Cheuk Wing-hing, Secretary for Security Tang Ping-keung and Under Secretary for Transport & Logistics Liu Chun-sun attended the meeting. Mr Chan said: "The number of visitor arrivals is expected to increase during the National Day Golden Week of the Mainland. The Government will make good preparations for receiving visitors, and maintain close liaison with relevant organisations and the travel trade to prepare well for crowd management, information dissemination and arrangements of public transportation and boundary control points, with a view to responding promptly to various kinds of emergencies and ensuring the smooth operation of various aspects in receiving visitors and offering them a high-quality experience.” According to the Immigration Department’s estimate, around 1.29 million Mainland visitors will arrive in Hong Kong via the city’s sea, land and air control points during the upcoming holiday week. Compared with last year’s National Day Golden Week, the daily average number of visitor arrivals is expected to increase by over 5%. Relevant departments have minimised leave for frontline officers to enable flexible deployment of manpower and the operation of additional counters, temporary counters and channels, with a view to optimising passenger and vehicular flows. The Government remarked that in view of the anticipated large number of visitors to the Sai Kung High Island Reservoir East Dam and campsites such as Ham Tin Wan, Police will deploy uniformed officers at strategic locations at Pak Tam Chung, Man Yee Road and East Dam, in order to implement traffic controls during peak visitor arrival and departure periods. Moreover, the Transport Department has co-ordinated with the operator of Green Minibus Route No. 9A (from Pak Tam Chung to the East Dam) to enhance the service, subject to passenger demand. The Agriculture, Fisheries & Conservation Department will continue the online real-name reservation trial arrangement for the Po Pin Chau section of the East Dam throughout the holiday week, and will implement crowd control measures at the Po Pin Chau section and viewing platform. Information on visitor flows at the East Dam area will be uploaded onto the department's “Enjoy Hiking” website.
政務司司長陳國基今日主持節慶安排跨部門工作小組會議，全面統籌並督導各政府部門在10月1日至7日內地國慶黃金周期間接待訪港旅客的預備工作。政務司副司長卓永興、保安局局長鄧炳強、運輸及物流局副局長廖振新等官員出席會議。 陳國基表示，內地國慶黃金周訪港旅客預計會有所增加，政府會做好接待訪港旅客預備工作，與相關機構和旅遊業界保持緊密聯繫，做好人流管理、信息發布、公共交通和口岸安排，為訪港旅客提供優質體驗。 入境事務處估算，今年內地國慶黃金周期間約有129萬名內地旅客經各海、陸、空管制站進入香港，每日平均訪港人次較去年內地國慶黃金周增加逾5%。口岸部門已減少前線人員休假，以便彈性調配人手，加開檢查櫃枱和通道疏導人流車流。 因應內地國慶黃金周期間到訪西貢萬宜水庫東壩和鹹田灣等營地的旅客數量或會明顯增加，警方會調派軍裝人員，於遊客抵達和離開的高峰時段在北潭涌、萬宜路及東壩的策略性位置實施交通管制。 此外，運輸署已與專線小巴營辦商協調，因應乘客量增加9A號線（北潭涌---萬宜水庫東壩）的小巴班次。在整段內地國慶黃金周期間，漁護署會繼續在西貢萬宜水庫東壩破邊洲路段試行網上實名預約安排，以及在破邊洲路段和觀景台執行人流管控措施，並透過「郊野樂行」網頁公布東壩人流資訊，以助遊客更好規劃行程。
The Hong Kong Special Administrative Region Government today strongly rejected the unfounded and biased content concerning Hong Kong in a so-called annual report issued by the European Commission and the European Union (EU) High Representative for Foreign Affairs and Security Policy. It noted that the Hong Kong SAR Government will resolutely implement the Hong Kong National Security Law (HKNSL), the Safeguarding National Security Ordinance (SNSO) and other relevant laws to prevent, suppress and punish acts endangering national security. It emphasised that these measures safeguard the lawful rights and interests of Hong Kong residents and others in the city, ensuring the successful implementation of the “one country, two systems” principle. The implementation of these laws has effectively safeguarded national security and restored stability, providing a solid foundation for Hong Kong’s economic and social development. The Hong Kong SAR Government stated that the rights and freedoms enjoyed by residents are better protected and that citizens’ well-being is steadily improving. Strongly urging the EU to respect facts, abide by international law, and adhere to the basic norms governing international relations, the Hong Kong SAR Government demanded an immediate halt to what it termed long-arm jurisdiction and interference in Hong Kong matters, which are purely China's internal affairs. It stated that the HKNSL and SNSO clearly stipulate that human rights shall be respected and protected. Freedoms of speech, the press, publication, association, assembly, procession and demonstration remain protected under the Basic Law and international covenants, such as the International Covenant on Civil and Political Rights. However, the Hong Kong SAR Government stressed that, as is the case globally, such rights and freedoms are not absolute and may be subject to legal restrictions necessary for protecting national security, public safety, public order or the rights of others. The Hong Kong SAR Government strongly condemned the so-called report for selectively quoting figures to twist facts and negate the city’s dedication to safeguarding the lawful exercise of rights and freedoms, including those of journalists. It highlighted that the media continue to enjoy the freedom to comment on and criticise government policies without any restriction, provided they do not violate the law, adding that the so-called report’s attempt to use press freedom as an excuse for lawbreaking exposes the EU's biased stance and double standards. On judicial matters, the Hong Kong SAR Government stressed that judges remain independent and impartial when adjudicating national cases, free from any interference. It added that any objective observer reading publicly accessible court judgments would reach the same conclusion, and strongly opposed the absurd and false allegations in the report regarding local laws and efforts that safeguard national security. The Hong Kong SAR Government pointed out that the enactment of the HKNSL by the central authorities restored stability and safety with unquestionable necessity and legitimacy. As an inalienable part of the People’s Republic of China, Hong Kong must fulfil its constitutional responsibility to improve its legal system and enforcement mechanisms. It noted that while the EU and its member states continuously enact laws for national security or anti-terrorism, they repeatedly distort facts when evaluating Hong Kong's laws, displaying clear hypocrisy. Regarding malicious smears against the verdict in the national security case involving Lai Chee-ying, the Hong Kong SAR Government stressed that the court conducted 156 days of public hearings, reviewed up to 2,220 pieces of evidence, over 80,000 pages of documents, and more than 1,000 pages of written submissions. It called the EU's continued attacks in the face of these ironclad facts a disgrace. Turning to political development, the Hong Kong SAR Government noted that the Legislative Council, formed following the 2021 electoral improvements, has fully implemented the principle of “patriots administering Hong Kong”. The council has broken free from past polarisation to return to rationality and pragmatism. Given that EU member states have different electoral systems and political traditions, the Hong Kong SAR Government urged the EU to view the city's democratic development with a positive and respectful attitude. Reiterating that external attempts to undermine Hong Kong’s prosperity and stability are doomed to fail, the Hong Kong SAR Government affirmed that it will continue discharging its duty under the rule of law. It pledged to ensure the successful implementation of “one country, two systems”, better integrate a capable government with an efficient market, and proactively attract enterprises and talent to strengthen the city’s competitiveness.
就歐洲聯盟委員會及歐盟外交與安全政策高級代表發表所謂年度報告中針對香港特區各方面情況的不實和偏頗內容，特區政府表示強烈不滿和反對。 特區政府強調，堅定不移全面準確實施《香港國安法》、《維護國家安全條例》和其他相關法律，有效防範、制止和懲治危害國家安全的行為和活動，依法保障香港居民和在香港特區的其他人的合法權益，確保「一國兩制」實踐行穩致遠。 《香港國安法》、《維護國家安全條例》和其他相關法律的實施，有效維護國家安全，使香港社會秩序恢復穩定，為香港經濟、民生等各方面的發展提供穩固的基礎，香港居民和在香港特區的其他人士依法享有和行使的各項權利和自由都有了更好保障，人民福祉日益增進。 特區政府強烈敦促歐盟尊重事實，並遵從國際法和國際關係的基本準則，立即停止長臂管轄、干涉純屬中國內政的香港事務。 特區政府指出，《香港國安法》和《維護國家安全條例》清楚訂明香港特區維護國家安全應當尊重和保障人權，依法保護香港居民根據《基本法》、《公民權利和政治權利國際公約》和《經濟、社會與文化權利的國際公約》適用於香港的規定，有關言論、新聞、出版、結社、集會、遊行、示威的權利和自由。 然而，和世界其他地方一樣，有關權利和自由並非絕對。《公民權利和政治權利國際公約》清楚訂明，在有必要保障國家安全、公共安全、公共秩序或他人的權利和自由等情況下，可以依法限制部分權利和自由。 特區政府續指，所謂報告片面引用數據扭曲事實，抹煞香港特區一直以來堅定保障市民，包括新聞從業員，依法行使權利和自由的決心和工作，特區政府必須直斥其非，予以強烈譴責。 特區政府強調，只要不違法，傳媒繼續享有評論和批評政府施政的自由，全然不受限制。所謂報告濫用新聞自由為犯法的藉口，再次暴露歐盟當局的一貫偏頗立場和雙重標準。 特區政府表示，香港特區享有獨立的司法權和終審權，法院獨立進行審判，法官在處理危害國家安全犯罪案件時，一如其他案件，都是獨立公正地履行司法職責，不受任何干涉。任何合理、客觀和公正的人，如果細閱法院就相關案件公開的判決，都肯定會達致同一結論。 特區政府強烈反對歐盟所謂報告中針對香港特區維護國家安全相關法律及工作的無稽和失實內容。中央制定《香港國安法》，其必要性和正當性毋庸置疑，作為中華人民共和國不可分離的部分，香港特區必須履行憲制責任，持續完善維護國家安全的法律制度及執行機制。 事實上，歐盟及其成員國不斷以國家安全或反恐為名訂立和修訂法律，條文嚴苛者比比皆是。然而，歐盟無視自身廣泛且苛刻的法律規例，多次顛倒是非，肆無忌憚抹黑按照香港特區實際情況嚴謹制定的維護國家安全法律，繼續對有關法律作出偏頗評論，是典型的虛偽雙標。 就所謂的報告對黎智英被控危害國家安全罪行一案判決的惡意抹黑，特區政府必須強調法庭在該案中經過長達156日的公開聆訊，審視多達2,220項證物、超過80,000頁文件、各方呈交總共超過1,000頁的書面陳詞等。 歐盟在面對這些鐵一般的事實，依然顛倒是非、惡意攻擊，令人不齒，特區政府必須再次嚴正反駁，以正視聽。 特區政府指，2021年完善選舉制度後產生的立法會全面落實「愛國者治港」，符合確保政權掌握在愛國者手中這世界通行的政治原則。完善後的立法會已徹底擺脫以往對立撕裂、議事堂失序失效的亂象，重回理性務實的正軌，高效高質量議政，集中精力發展經濟、改善民生，使「一國兩制」行穩致遠。 特區政府續指，歐盟內部27個成員國各有不同的選舉制度和政治傳統，充分說明民主實現形式本就多元。歐盟應以正面和尊重的態度看待香港特區根據實際情況推進的良性民主政治發展。 特區政府重申，任何外國或外部勢力詆毀香港，試圖破壞香港繁榮穩定，只會自暴其短，理屈詞窮，絕不會得逞。特區政府定當繼續堅定履職，堅持法治原則，致力確保「一國兩制」、「港人治港」、高度自治的方針實踐行穩致遠，更好結合有為政府和高效市場，更積極進取地招商引才，提升香港競爭力，推動香港經濟走上更高台階，為市民謀幸福，為香港謀發展。
