政府下月1日起擴展特邀人士入境便利計劃，以及為來港參與指定界別短期活動的訪客提供入境便利計劃，促進經貿往來、人才訪港和多方面交流。 特邀人士入境便利計劃現時容許財經事務及庫務局、商務及經濟發展局、創新科技及工業局、文化體育及旅遊局和律政司主動邀請東南亞國家聯盟的特邀人士，並向他們提供更便利的出入境安排。 計劃擴大後，除了東盟成員國，中亞的哈薩克斯坦、吉爾吉斯斯坦、塔吉克斯坦、土庫曼斯坦、烏茲別克斯坦，以及中東的海灣阿拉伯國家合作委員會國家，即巴林、科威特、阿曼、卡塔爾、沙特阿拉伯、阿拉伯聯合酋長國也涵蓋在內。同時，所有政策局和部門均可通過計劃發出邀請，讓更多不同界別人士訪港交流。 至於為來港參與指定界別短期活動的訪客提供入境便利計劃，經檢視後，除了現行17個指定界別，政府決定新增「社會福利」界別，便利非本地人才來港參與由認可主辦機構為福利界禆益而舉辦的專題研討會、工作坊、研究等指定短期活動，並在三個原有界別增加認可機構和指定短期活動。 獲認可的機構可向界別內相關的非本地人才發出邀請信，獲邀人士可以訪客身分來港參與指定短期活動，而無須向入境事務處申請工作簽證或進入許可。 計劃下設有機制，各參與的政策局和部門均會協助把關，確保計劃的執行持續符合政策目標，以及不會取代本地勞動力或構成濫用風險。
The Government will expand two immigration facilitation schemes starting October 1 to boost economic and trade interactions and exchanges by allowing more visitors to Hong Kong. Among them, the coverage of the Immigration Facilitation Scheme for Invited Persons will extend beyond current Association of Southeast Asian Nations member states to countries and regions in Central Asia and the Middle East. Newly covered Central Asian countries include Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Gulf Cooperation Council nations will also be included: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. Consequently, all bureaus and departments can issue invitations under the initiative to facilitate invited people to visit Hong Kong for exchanges. The second one to be expanded is the Immigration Facilitation Scheme for Visitors Participating in Short-term Activities in Designated Sectors (STV Scheme). Following a review, the STV Scheme will add the social welfare sector to its existing 17 categories, enabling non-local talent to enter Hong Kong for specified short-term activities such as symposiums, workshops and research. Additionally, more authorised organisations and specified short-term activities are added across three existing fields, including international/mega events, higher education and finance. Invited people can visit Hong Kong for these activities as visitors without needing employment visas or entry permits from the Immigration Department. All participating bureaus and departments will ensure the implementation of the scheme consistently meets relevant policy objectives, avoiding displacement of the local workforce and minimising abuse risks.
