針對本月19日在元朗壆圍南路懷疑有人遭狗隻襲擊致死事件，漁農自然護理署和警務處在附近一帶進行的聯合狗隻捕捉行動現階段已完成。漁護署重申，狗隻捕捉行動有其必要，旨在盡快消除社區安全隱患，保障市民生命安全。 為期五天的行動中，漁護署共捕捉八隻無人看管的狗隻，並即時移送往該署動物管理中心扣留和觀察。其中三隻狗植有晶片，但牌照已過期。 經調查後，漁護署已向其中一隻狗隻的登記畜養人提出檢控，涉嫌違反《狂犬病規例》。 漁護署正全力調查其餘個案，同時配合警方的調查工作，協助還原事件真相。該署一名前線人員本月23日執行相關職務期間，手部被狗隻咬傷，經治療後情況穩定。 關於無人看管狗隻的處理，漁護署會繼續按風險為本原則，在問題較嚴重的地點安排捕捉和執法行動，控制無人看管狗隻的數目。 對於坊間有人散播流言，指漁護署「便利性撲殺」，動物被接收後四天便會被人道處理。漁護署嚴正澄清，這些說法並非事實。該署是根據《狂犬病條例》及相關法例處理無人認領狗隻。法例規定的四天，只是讓漁護署進行查詢和尋找主人的法定要求時間。 捕獲狗隻後，漁護署會檢查狗隻是否已植入晶片及領有狗牌，並根據登記資料聯絡畜養人和核對報失紀錄。如最終未能找到畜養人，動物管理中心人員和獸醫師會耐心觀察接收的動物。 漁護署強調不會將沒有畜養人的狗隻放回社區，以免造成公共安全風險。 該署也強調，單靠絕育不能消除無人畜養和缺乏管束的狗隻對公眾安全構成的風險。該署會繼續以多管齊下的方法，並以符合世界動物衞生組織訂定的國際標準管理流浪動物，包括透過宣傳教育提倡以負責任的態度飼養寵物和妥善照顧動物，以及與動物福利機構合作推廣絕育和領養。
為確保11月底在香港舉行的國際刑警組織第94屆全體大會順利進行，警務處昨晚連同多個政府部門及相關機構，在會議展覽中心、維多利亞港、西九龍一帶進行跨部門綜合演習，動員約3,000人參與。 是次演習包括大會開幕式與閉幕式實地彩排，並演練一系列會議安排與措施，包括貴賓蒞臨的安保部署與交通指揮協調、模擬約1,000名與會代表在主會場內的人流管理和往返周邊活動會場的安排、會場指揮中心運作調度，以及無線網絡壓力測試。 警方期望透過全方位演習確保全體大會各環節緊密聯動、安全有序，顯示香港籌辦國際盛事的能力與決心。 演習也模擬在招待酒會舉行期間發生疑似生化恐怖襲擊，一個無人看管的背包突然釋出不明氣體，造成多人不適，而同一時間會場附近也發生其他突發事故，多個部門及機構迅速啟動緊急應變機制應對。 是次演習全面測試相關持份者在即時戰術介入、緊急應變、傷者洗消和分流、處理可疑物品和受影響人士等關鍵環節的協調能力，透過完善應急預案，進一步提升跨部門的反恐準備和事故應變能力。 演習動員約3,000名政府部門及相關機構的人員參與，包括警務處、消防處、醫院管理局等。保安局局長鄧炳強和警務處處長周一鳴到場視察演習。演練後，鄧炳強讚揚各部門的專業表現和協調配合。
入境事務處公布，即日起放寬「無感e-道」試點服務的登記資格。凡年滿11歲並持有效智能身份證，且於過去90日內經港珠澳大橋香港口岸旅檢大樓出境或入境達六次或以上的香港永久性居民，即符合資格登記使用服務。 另外，年滿18歲的合資格香港永久性居民，除可使用入境處的「非觸式e-道」流動應用程式完成登記，即日起也可透過大橋香港口岸的指定e-道完成登記手續。 合資格旅客使用指定e-道辦理出入境手續時，系統會自動識別其資格並發出提示，旅客只需於e-道螢幕上選擇登記「無感e-道」便可同步完成出入境和登記兩項手續。登記完成後，旅客便可於下一次出境時使用服務。 「無感e-道」試點6月25日推出，至今已有約1.4萬人登記使用，使用人次超過十萬。 入境處會收集更多數據並繼續檢視服務成效和系統運作，並研究擴展服務至其他出入境管制站，以及放寬登記資格予不同類別旅客的可行性。 市民可致電2824 6111、傳真至2877 7711，或經電郵查詢詳情。

In preparation for the 94th INTERPOL General Assembly, due to be held in Hong Kong in late November, the Hong Kong Police Force, in collaboration with other government departments and relevant organisations, last night conducted a comprehensive inter-departmental exercise at the Convention & Exhibition Centre, Victoria Harbour and the West Kowloon area. The exercise featured on-site rehearsals of the assembly's opening and closing ceremonies, with drills covering a wide range of arrangements. These included security and traffic co-ordination for VIPs; simulated crowd flow management for approximately 1,000 delegates, including their movement between the main and secondary venues; venue command centre operations; and stress tests of the wireless network. Through the exercise, the force aimed to ensure that all aspects of the General Assembly are seamlessly coordinated, and staged in a safe and orderly manner, demonstrating Hong Kong's capabilities in hosting major international events. The exercise also simulated a suspected biochemical terrorist attack in which an unattended backpack suddenly released an unknown gas during a cocktail reception, causing a number of people to feel unwell. Concurrently, other emergencies were staged near the venue, prompting various departments and organisations to swiftly activate their emergency response mechanisms. The exercise tested the co-ordination of relevant stakeholders in key operational facets, including immediate tactical interventions, emergency response, decontamination and triage of casualties, and the handling of suspicious objects and affected people. By refining contingency protocols, the exercise further strengthened inter-departmental counter-terrorism preparedness and incident response capabilities. The exercise mobilised about 3,000 personnel from various government departments and relevant organisations, including the force, the Fire Services Department, the Hospital Authority and the West Kowloon Cultural District Authority. Secretary for Security Tang Ping-keung and Commissioner of Police Chow Yat-ming observed the exercise on-site. Afterwards, Mr Tang commended all participating units for their professional conduct, co-ordination and co-operation.
The Immigration Department (ImmD) announced today a relaxation of the eligibility criteria for enrollment in the Pilot Seamless e-Channel service at the Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Port with immediate effect. Under the revised arrangements, Hong Kong permanent residents aged 11 or above holding a valid smart identity card are now eligible to enrol if they have arrived in or departed from Hong Kong via the port’s Passenger Clearance Building six times or more within the past 90 days. In addition to using the ImmD’s Contactless e-Channel mobile application, eligible residents aged 18 or above can now complete their enrolment directly via designated e-Channels at the HZMB Hong Kong Port. Eligible passengers using the designated e-Channels for immigration clearance will be automatically identified for enrolment into the Seamless e-Channel service and shown an on-screen prompt message. Travellers can choose to opt in, allowing them to simultaneously pass through immigration and complete the registration process. Once enrolled, passengers can utilise the Seamless e-Channel service for their subsequent departures. Since its launch on June 25 this year, approximately 14,000 eligible Hong Kong permanent residents have enrolled in the Seamless e-Channel service, with total passenger throughput exceeding 100,000 trips. The ImmD will continue to review system operations and collect performance data to evaluate the feasibility of extending the Seamless e-Channel service to other immigration control points and expanding eligibility for other passengers. 政府下月1日起擴展特邀人士入境便利計劃，以及為來港參與指定界別短期活動的訪客提供入境便利計劃，促進經貿往來、人才訪港和多方面交流。 特邀人士入境便利計劃現時容許財經事務及庫務局、商務及經濟發展局、創新科技及工業局、文化體育及旅遊局和律政司主動邀請東南亞國家聯盟的特邀人士，並向他們提供更便利的出入境安排。 計劃擴大後，除了東盟成員國，中亞的哈薩克斯坦、吉爾吉斯斯坦、塔吉克斯坦、土庫曼斯坦、烏茲別克斯坦，以及中東的海灣阿拉伯國家合作委員會國家，即巴林、科威特、阿曼、卡塔爾、沙特阿拉伯、阿拉伯聯合酋長國也涵蓋在內。同時，所有政策局和部門均可通過計劃發出邀請，讓更多不同界別人士訪港交流。 至於為來港參與指定界別短期活動的訪客提供入境便利計劃，經檢視後，除了現行17個指定界別，政府決定新增「社會福利」界別，便利非本地人才來港參與由認可主辦機構為福利界禆益而舉辦的專題研討會、工作坊、研究等指定短期活動，並在三個原有界別增加認可機構和指定短期活動。 獲認可的機構可向界別內相關的非本地人才發出邀請信，獲邀人士可以訪客身分來港參與指定短期活動，而無須向入境事務處申請工作簽證或進入許可。 計劃下設有機制，各參與的政策局和部門均會協助把關，確保計劃的執行持續符合政策目標，以及不會取代本地勞動力或構成濫用風險。
