本課程介紹醫療與公共衞生的基礎概念，以及公共衞生與醫療工作實踐的重點原則。這些概念及原則，是發展及實踐全球醫療突發事故與災難管理的根基。課程將公共衞生與醫療工作實踐分為三個範疇：保障公共衞生、推廣公共衞生及提供醫療服務。在第三節至第五節課堂中，通過相關原則、模型及理論，解釋公共衞生與醫療工作實踐的每個範疇，讓學員了解如何發展及執行改善公共衞生政策的方案；第五節及第六節課堂則講解全球公共衞生、疾病及災難帶來的威脅，指出全球合力應對有關挑戰的重要性。
