Relative Humidity : 64 per cent
Tropical Cyclone Fengshen has entered within 800 kilometres of Hong Kong. However, the coast of southern China is still primarily under the influence of the northeast monsoon most of the time today (20 October). With Fengshen edging closer to the coast of Guangdong gradually, the Observatory will consider issuing the Strong Wind Signal, No. 3 directly between 5 p.m. and 7 p.m. today to replace the Strong Monsoon Signal.
Under the combined effect of Fengshen and the monsoon, it will be persistently windy and becoming cloudy with rain in the next couple of days. Rain will be more frequent at times on Tuesday and early Wednesday. Temperatures will fall appreciably to around 19 degrees in the urban areas on Tuesday to Thursday, and a couple of degrees lower in the New Territories.
Under the combined effect of spring tide, the northeast monsoon and Fengshen, flooding may occur over some low-lying coastal areas during the high tides for a few nights consecutively this week. The water level over Victoria Harbour will rise to around 3 metres above the Chart Datum at night from Tuesday to Thursday. 熱 帶 氣 旋 風 神 已 進 入 本 港 800 公 里 範 圍 內 ， 但 今 日 （ 10 月 20 日 ） 大 部 分 時 間 華 南 沿 岸 主 要 仍 受 東 北 季 候 風 影 響 。 隨 著 風 神 逐 漸 靠 近 廣 東 沿 岸 ， 天 文 台 會 考 慮 在 今 日 下 午 5 時 至 7 時 之 間 直 接 發 出 三 號 強 風 信 號 ， 取 代 強 烈 季 候 風 信 號 。
在 風 神 及 季 候 風 的 共 同 影 響 下 ， 未 來 兩 三 日 本 港 風 勢 持 續 頗 大 ， 漸 轉 多 雲 有 雨 ， 星 期 二 及 星 期 三 初 時 雨 勢 有 時 較 為 頻 密 ， 星 期 二 至 星 期 四 市 區 氣 溫 會 顯 著 下 降 至 19 度 左 右 ， 新 界 再 低 兩 三 度 。
受 天 文 大 潮 、 東 北 季 候 風 及 風 神 的 共 同 影 響 ， 本 週 連 續 數 晚 在 漲 潮 時 部 分 沿 岸 低 窪 地 區 可 能 出 現 水 浸 。 其 中 星 期 二 至 星 期 四 晚 上 維 多 利 亞 港 的 水 位 會 上 升 至 海 圖 基 準 面 以 上 3 米 左 右 。 市 民 請 留 意 天 文 台 的 最 新 天 氣 消 息 。

Secretary for Justice Paul Lam today spoke at the opening ceremony of the Legal Practice Training Course for Chinese Enterprises Going Overseas, organised by the Hong Kong International Legal Talents Training Academy. Mr Lam said with the high-quality development of the national economy, an increasing number of outstanding Mainland enterprises are actively expanding to overseas markets, while at the same time facing many challenges. He expressed hope that the training course would enable participants to comprehensively understand current trends in overseas expansion, keep abreast of evolving legal and regulatory challenges, and effectively tackle the complex issues encountered by enterprises when “going overseas”. Over 30 legal advisers and related professionals from state-owned enterprises will explore the practical and imminent legal issues and challenges faced by Mainland enterprises going global, in the course that officially started today. The lectures’ speakers include experienced legal professionals from Hong Kong and overseas, as well as members of the Hong Kong International Legal Talents Training Expert Committee. The academy also invited more than 10 senior legal practitioners from 12 jurisdictions in Southeast Asia, the Middle East and Africa, to share their first-hand experiences and insights in the local markets with participants.
香港國際法律人才培訓學院舉辦的中國企業出海法律實務培訓班今日正式展開，律政司司長林定國在開班儀式上致辭。 林定國表示，隨着國家經濟向高質量發展，越來越多優秀的內地企業積極拓展海外市場，但同時也面臨不少挑戰。他期望培訓班能讓參加者全面掌握當前海外擴展的趨勢，了解不斷變化的法律和監管挑戰，以及有效應對企業出海遇到的複雜問題。 培訓班的參加者包括30多位中央企業法律顧問及相關專業人士，課程將深入探討內地企業出海面臨的現實和急迫的法律問題及挑戰。 講座的講者為本港和海外資深法律界人士和香港國際法律人才培訓專家委員會成員。培訓學院也邀請了東南亞、中東和非洲等12個司法管轄區十多位資深法律從業員分享在當地市場的親身經驗和見解。
