保安局局長鄧炳強連同消防處、警務處人員今日會見傳媒，闡述大埔宏福苑五級火警的跟進工作。根據現時資料，當局相信最初起火的位置是宏福苑宏昌閣低層外面的圍網，繼而燃燒到發泡膠板，令火勢迅速向上蔓延，伸延到多個樓層，短時間內波及宏福苑另外六座樓宇。 大火又引燃貼在窗戶上的發泡膠板，令玻璃爆破，導致火勢急速增強並迅速蔓延到室內。短時間內，室內室外大面積同時起火，最終釀成災難。另外，高溫令竹棚和棚網燃燒，燒斷的竹枝飛墜，引致其他樓層着火。 鄧炳強指，當局初步化驗大廈的棚網和保護網，發現有關物品達到阻燃要求，但包圍大廈窗戶的發泡膠板屬高度易燃。 他又說，救火工作困難很大。火勢蔓延異常迅速，短時間內波及七座樓宇。高層的棚架不斷跌下，堵塞部分緊急車輛出口和大廈出入口，嚴重阻礙消防員入內救援，也令消防車輛的旋轉台鋼梯難以停在最佳作業位置。 他續指，樓宇火勢非常猛烈，現場溫度非常高，有時甚至超過攝氏500度，令消防員難以輕易推進至較高樓層。同時，樓宇內的空間非常狹窄、單位內雜物相當多，限制了每層可以工作的人手數目。因此，消防員需要逐層、逐個單位進行滅火和救援，工作困難大大增加。 此外，由於現場溫度極高，個別單位死灰復燃，消防員需要重複到個別單位滅火，增加工作難度。 鄧炳強表示，宏福苑的滅火和救援工作基本完成，現時目標是盡快為火場降溫。其後，當局會盡快安排屋宇署人員進入災場檢查並確認樓宇安全，再由警方展開搜證和進一步工作。現場部分樓宇最快於今日稍後時間可讓警方入內調查，整個調查預計需時三至四星期，警方會與消防處組成專班聯合調查。 刑事調查方面，涉事建築公司的兩名董事和一名工程顧問昨日被捕，現正扣查。警方又在相關寫字樓和被捕人住所搜證，檢取14部電腦和大量文件。警方現正尋求律政司的緊急法律意見。 截至今日下午3時，火災導致128人死亡、79人受傷。
Following the establishment of a task force to launch a full investigation into possible corruption in the grand renovation project of Wang Fuk Court in Tai Po, the Independent Commission Against Corruption today arrested eight individuals, all of whom are being detained for further enquiries. The arrestees, aged between 40 and 63, include seven men and one woman. Four of them are from the consulting firm of the grand renovation project, namely two directors and two project managers responsible for supervising the project. Three others are scaffolding subcontractors, including a couple who are the proprietors of a company. The remaining arrestee is a middleman. Search warrants were executed today at 13 premises, including the offices of the consulting firm and the subcontractors, as well as the residences of the arrestees. Works documents and bank records were seized.
