Four phases of disaster management are well-established in disaster related literature. The phases are emergency relief, recovery and reconstruction, mitigation, and preparedness. Long-term recovery is the process of restoring a community to a stable and functional state. An effective long-term recovery support to disaster-impacted communities enables the community to restore, redevelop and revitalise the environmental, social, economic fabric of the community and build resilience. Recovery should begin during response and aim to return the disaster-impacted area to pre-disaster status, or even better than before.

The COPE Squad from the picture book series, COPE, is here to teach all Hong Kong kids how to Get Ready and Be Prepared in face of disasters!
Apart from reaching out to children via our electronic books and distribution of hard copies of the COPE story books, we organised special activities suitable for children and parents to discover more about how they can protect their safety and their loved ones during emergencies.

The Global Alliance of Disaster Research Institutes (GADRI) is a forum for sharing knowledge and promoting collaboration on topics related to disaster risk reduction and resilience to disasters. Various research institutions including universities and organisations in collaboration with UN agencies such as the UN Office for Disaster Risk Reduction (UNDRR) around the world have joined GADRI as its members. The membership is open to institutes with an aim to contribute to the advancement of disaster research and disaster risk reduction field work.

- It was found that novel coronavirus could transmit through human faeces, indicating that toilet could be a high risk place

- 預防病毒從渠道傳染，每星期一次或以上把約半公升的清水注入每一排水口（U型隔氣口) (詳情)
- Pour half a litre of water into each drain outlet at home once or more per week to prevent spread of virus through drainage pipes
- 沖廁前把廁板蓋蓋上
- After using toilet, put the lid down before flushing
- 減少到公共廁所
- Avoid going to public toilets
- 在公共廁所如廁，洗手後可利用紙巾關掉水龍頭和門柄
- After using public toilet, use a tissue to grasp the water tap and door handle
4. 持續健康建議 Other Health Recommendations
- 避免到人多地方，在搭乘交通工具或在人多擠逼的地方時應佩戴外科口罩
- Avoid going to crowded places. Wear a surgical mask during public transport or in crowded places
- 經常保持雙手清潔，尤其在觸摸口、鼻或眼之前
- Perform hand hygiene and wash hands frequently espeically before touching the mouth, nose or eyes
- 經常洗手，尤其在觸摸公共物件後，應以梘液和清水搓手最少20秒清潔雙手
- Perform hand hygiene and wash hands espeically after touching public items. Wash hands with liquid soap and water, and rub for at least 20 seconds
- 如沒有洗手設施，或雙手沒有明顯污垢時，用酒精搓手液潔淨雙手
- When washing facilities hands are available and hands not visibly soild, use alcohol-based handrub to clearn the hands
- 打噴嚏或咳嗽時應用紙巾掩蓋口鼻
- Cover your mouth an dnose with tissue paper when sneezing or coughing

Recovery should begin during response and aim to return the disaster-impacted area to pre-disaster status, or even better than before.
The report “Barriers and enablers in the long term recovery of communities affected by natural hazards: A review of the literature” , published by the Bushfire and Natural Hazards CRC, reviewed Australian and international literature on the long term recovery of communities that have been impacted by natural hazards. The review identified the barriers and the enablers of effective long term recovery. The key findings are:
- Research into disaster recovery has been dominated by research on disaster planning, prevention and response, and there has been a dearth of research on long term recovery. Thus research needs to focus on long term recovery as the costs, both financial and social, are significant.
- Recovery in the long term is a complex process with no clear end point. The process is not linear from short term to long term recovery, and nor are the same actors involved in short term and long term recovery.
- Local communities and their associated capitals are the core of successful recovery and thus community engagement needs to be central to immediate, short, medium and long term recovery policy and practice.
- There is a need for a greater focus on restoration of environment and the community in line with the traditional response to restoration of the built environment.
- Importantly there is a need to develop national monitoring and evaluation framework for long term recovery as most evaluations focus on the immediate response and short term response and lack consistency.

Apart from reaching out to children via our electronic books and distribution of hard copies of the COPE story books, we organised special activities suitable for children and parents to discover more about how they can protect their safety and their loved ones during emergencies.
On 18 January 2020, we teamed up with Seeds Children’s Bookstore and Ms. Carmen Wong Che-ching (燒賣姐姐), an experienced children’s storyteller, conducted the first COPE book storytelling session for children and parents. Storytelling is a valuable strategy to teach children about disaster preparedness because of various benefits. Storytelling can bring tedious subjects to life in an impressive and lively way. Stories can also help conceptualise children’s responsibility and roles as members of society, to lead a safety life in this case. Multi-sensory learning and games were used to enhance learning outcomes. Both children and parents were highly engaged in the storytelling activities.
Using touching and humorous illustrations to teach children simple steps for disaster preparedness, the COPE book series helps increase children’s awareness of their roles in helping themselves and their communities to better prepare for disasters.
