救援機構及團體不能憑一己之力，處理抗災所有範疇工作，必須積極合作，推行多元方案及工作作行動。處理社區不同的需要，有賴各團體建立合作關係，近年愈來愈多社區團體以建設抗災能力為工作網領，推廣安全健康，以提升公眾抗災能力。

全球災難日趨頻繁，造成的影響亦愈來愈嚴重，香港賽馬會災難防護應變教研中心獲香港賽馬會慈善信託基金慷慨捐贈港幣$271,000,000，在2014年8月20日正式成立，作為本港提供災難防護及應變專業培訓的優秀教研中心。
