保安局局長擬建議行政長官會同行政會議考慮行使權力，命令公司註冊處處長將《蘋果日報》相關三間公司自公司登記冊中剔除，今日分別向該三間公司發出書面通知，讓其可在保安局局長作出相關建議之前作出申述。 《蘋果日報》相關三間公司為蘋果日報有限公司、蘋果日報印刷有限公司、蘋果日報互聯網有限公司。 黎智英和《蘋果日報》相關三間公司被控共三項危害國家安全罪行。法庭裁定黎智英和三間被告公司全部控罪罪名成立，本月9日判刑。其中，《蘋果日報》相關三間公司各被判罰款3,004,500元。 保安局表示，《香港國安法》第31條訂明，公司、團體等法人或者非法人組織因犯該法規定的罪行受到刑事處罰的，應責令其暫停運作或者吊銷其執照或者營業許可證。特區政府有責任就《蘋果日報》相關三間公司執行相關規定。 考慮到案件的所有相關情況，包括《蘋果日報》相關三間公司的定罪，以及其所犯罪行的嚴重性，保安局局長現認為基於維護國家安全所需應禁止三間公司在香港運作或繼續運作，因此擬建議行政長官會同行政會議考慮行使《公司（清盤及雜項條文）條例》第360C條的權力，命令公司註冊處處長將《蘋果日報》相關三間公司自公司登記冊中剔除。 保安局局長今日向該三間相關公司分別發出書面通知，讓其在本月25日限期之前作出書面陳述。如《蘋果日報》相關三間公司作出申述，保安局局長向行政長官會同行政會議提交相關建議時會一起提交，供其一併考慮，以決定是否作出有關命令。 若行政長官會同行政會議最終決定命令公司註冊處處長將《蘋果日報》相關三間公司自公司登記冊中剔除，該三間公司即成為「受禁組織」，任何人從事《維護國家安全條例》第62至65條所訂明的行為，即屬犯罪，包括：以受禁組織的幹事或成員身分行事；向受禁組織提供任何形式的援助等，一經定罪，最高可處罰款1,000,000元及監禁14年。
A total of 89,137 crimes were reported in 2025, representing an increase of 5.9% compared to the figure for 2024, Police said today. The vast majority of major crimes recorded decreases. Robbery and burglary cases both marked the lowest figure since records began in 1969. There were 66 robbery cases, a decrease of 26.7%, with the detection rate reaching a high of 90.9%. A total of 816 burglary cases were recorded, representing a drop of 33.1%. The force noted that it began deploying drones for anti-burglary operations on high-risk days during long holidays last year. Consequently, burglaries during the Easter, summer and Christmas holidays fell by 23.9% to 50%. Following the implementation of the SmartView project - a Government-led initiative to install closed-circuit television in public places - the detection rates for various street crimes rose by 2.5 to 22.8 percentage points, while crime figures dipped by 3.1% to 71.8%. As to the national security situation, since the Hong Kong National Security Law and the Safeguarding National Security Ordinance came into force as at the end of 2025, Police's National Security Department arrested a total of 385 people, with more than half having been charged. The overall detection rate was 30.3%, similar to that of 2024.
本港去年錄得89,137宗罪案，按年跌5.9%，暴力罪案8,823宗，按年跌15.9%。絕大部分主要罪案錄得跌幅，其中行劫、爆竊為有紀錄以來最低。詐騙案仍高企但有回落跡象，數字自2019年逐年上升後至去年首次下跌。 警務處處長周一鳴今日在記者會上指，去年詐騙案有43,212宗，按年減少1,268宗，損失金額也減少11.3%至約81億元。他說，自啟德體育園去年3月開幕，涉及演唱會門票的網購騙案明顯增加，全年有2,805宗，按年升61.8%。 而網上投資騙案佔整體騙案11.9%，惟損失金額佔44.1%，平均每宗案件損失由2024年58萬元升至去年70萬元。網上求職騙案則有4,095宗，按年升6.3%，多為「刷單」騙案，即騙徒訛稱先付款購物可賺佣金。電話騙案、釣魚騙案和援交騙案數字下跌。 去年行劫案66宗，按年減少26.7%，是1969年有紀錄以來最低，破案率達90.9%。爆竊案816宗，跌33.1%，也是歷來最低。 周一鳴指，警方去年開始在長假期爆竊案多發的日子利用無人機隊展開反爆竊行動，復活節、暑假、聖誕節期間的爆竊案數字顯著減少。 在銳眼計劃下，警方在公眾地方安裝閉路電視。周一鳴提到，多類在街道上發生的罪案，破案率上升2.5至22.8個百分點不等；至去年年底，系統已協助偵破763宗案件，合共拘捕1,280人，為防罪滅罪帶來十分正面的作用。 此外，《香港國安法》和《維護國家安全條例》生效後，截至去年年底，警務處國家安全處共拘捕385人，逾半已被檢控。 就黎智英案，周一鳴說，法庭已裁定被告罪成並作出判刑，反映勾結外國或者境外勢力危害國家安全屬非常嚴重罪行。對心懷不軌、危害國家安全的人士，警方堅決依法採取一切管用的措施，執法到底，絕不手軟。 去年整體破案率30.3%，與2024年相若。
