香港特區政府與國家發展和改革委員會及相關中央部委今日在北京舉行支持香港全面參與和助力「一帶一路」建設聯席會議第九次會議。 融入國家發展大局督導組下「一帶一路」發展小組組長兼律政司司長林定國率領聯席會議港方召集人、商務及經濟發展局局長丘應樺，以及律政司、財經事務及庫務局、發展局、環境及生態局、文化體育及旅遊局、商經局轄下「一帶一路」辦公室、創新科技署、機電工程署和特區政府駐北京辦事處的代表，與香港金融管理局和保險業監管局代表出席會議。 出席會議的內地官員由發改委副主任周海兵帶領，包括發改委、中共中央港澳工作辦公室、最高人民法院、外交部、商務部、中國人民銀行、國務院國有資產監督管理委員會、國家金融監督管理總局、國家市場監督管理總局和中央人民政府駐香港特別行政區聯絡辦公室等代表。 林定國表示，特區政府一直推動共建「一帶一路」工作走深走實，並繼續以國家支持高質量共建「一帶一路」的八項行動為指引，全方位參與和助力共建「一帶一路」，積極融入和服務國家發展大局。 他指出，特區政府過去一年積極開拓經貿網絡，深化與具潛力的「一帶一路」市場聯繫和合作；積極拓展與「一帶一路」國家的互聯互通，加強航空和港口方面合作；積極推動綠色金融，以及加強與「一帶一路」國家在綠色發展、環境生態等方面的合作；積極推廣文化、藝術和旅遊發展以促進交流及互學互鑑，並繼續通過不同措施吸引更多「一帶一路」青年來港發展。 林定國又感謝中央政府大力支持國際調解院總部落戶香港，強化香港作為國際調解之都的角色。 他表示，《十五五規劃綱要》指出支持香港深度參與高質量共建「一帶一路」。為了更善用香港在「一國兩制」下的獨特優勢，更好融入和服務國家發展大局，特區政府正就制定首份香港五年規劃進行公眾諮詢，並就深度參與高質量共建「一帶一路」提出方向，包括發揮香港國際金融、航運、貿易中心、國際航空樞紐及專業服務優勢，並匯聚資金、項目、人才、技術標準和專業服務，成為共建「一帶一路」的重要功能平台，以及「一帶一路」國家和企業的合作樞紐。 丘應樺表示，特區政府一直致力推動全方位多領域的共建「一帶一路」工作，並匯報相關工作進展，包括締結更多自由貿易協定和投資協定、繼續跟進在沙特阿拉伯利雅得開設經濟貿易辦事處的計劃，以及積極推進內地企業出海專班的工作，協助內地企業經香港擴展業務至包括「一帶一路」國家在內的海外市場，全力推動香港與「一帶一路」國家的經貿關係。 今日的會議也聚焦討論特區政府為進一步推進共建「一帶一路」向國家中央部委提請的12項工作建議，涵蓋國際調解、法律人才培訓、內地企業經香港出海、深化與「一帶一路」國家交流合作、建築產業、稅務、離岸人民幣業務、風險管理、綠色人才培訓、氫能發展、旅遊等範疇。 聯席會議內地成員分別介紹相關單位支持香港全面參與和助力「一帶一路」建設的工作情況，並對特區政府的工作建議作出回應。特區政府感謝相關中央部委在會上支持特區政府的多項工作建議，會與內地單位積極跟進。 會議內容也包括特區政府未來參與和助力共建「一帶一路」的重點領域和主要工作，包括繼續開拓「一帶一路」新商機、促進「一帶一路」項目對接及參與、開展在新領域的務實合作，並持續推進全方位多領域互聯互通。 特區政府會繼續鞏固香港在「一國兩制」下的獨特制度優勢，把握好國家發展的龐大機遇，加大力度深化與「一帶一路」國家和地區的交往合作，充分發揮香港作為「一帶一路」功能平台的角色。
Six pieces of subsidiary legislation relating to the operation of the Huanggang Port Hong Kong Port Area and Related Extended Areas, collectively known as the Hong Kong Port Area, were published today in the Government Gazette. The six pieces of legislation are designed to support the operational needs of the Hong Kong Port Area after the Huanggang Port Hong Kong Port Area Ordinance is commissioned on July 31. The redeveloped Huanggang Port in Shenzhen is implementing a “colocation arrangement”, meaning that Hong Kong and Mainland immigration and customs clearance will occur in the same building, on the Shenzhen side, rather than at two separate checkpoints. The designated Hong Kong Port Area is part of this combined facility, which is being positioned as the most important 24-hour passenger land boundary control point between Hong Kong and Shenzhen. The new regulations grant entry and exit permissions for cross-boundary drivers, passengers and other travellers. With regard to law enforcement, the subsidiary legislation will allow detention quarters to be set up at the Hong Kong Port Area, allowing the Immigration Department to carry out routine immigration control and law enforcement duties. Additionally, with the Hong Kong Port Area designated as a specified control point, people carrying a large quantity of currency or cash-equivalents with a total value more than $120,000 will have to make a declaration to Hong Kong Customs. On the traffic and transport management fronts, the “permitted area” for New Territories taxis will be expanded to all roads within the Hong Kong Port Area. The subsidiary legislation also exempts Mainland mobile network operators approved by the Mainland authorities from the requirement to provide public mobile radiocommunications services in the Hong Kong Port Area. The Government stressed that the subsidiary legislation will enable various departments to discharge their duties in the Hong Kong Port Area in accordance with the law and to facilitate preparatory work for the official opening of the Huanggang Port to the public. This work includes a series of system tests, trials and drills due to be conducted jointly with the Mainland authorities, to ensure that all operational and clearance arrangements are sound and comprehensive. The Government will table the subsidiary legislation in the Legislative Council for negative vetting.
政府今日在憲報刊登六項與皇崗口岸港方口岸區及相關延伸區運作相關的附屬法例，以配合《皇崗口岸港方口岸區條例》本月31日生效，附屬法例涵蓋禁區管理、指定羈留設施、交通配套等。 位於深圳的皇崗口岸重建後將實施「一地兩檢」安排，定位為港深之間最重要的24小時客運陸路口岸。政府制定的附屬法例配合港方口岸區的實際運作需要，本月31日在港方口岸區啟用時生效，讓各部門可依法在港方口岸區執行職務。 在禁區管理方面，附屬法例給予跨境司機、乘客和旅客一般許可，以進入或離開港方口岸區的禁區範圍。 執法方面，附屬法例容許在港方口岸區設立羈留所，供入境事務處執行日常出入境管制和執法之用。 此外，附屬法例將皇崗口岸港方口岸區列為指明管制站，入境人士經皇崗口岸港方口岸區抵達香港並管有大量現金類物品，即總價值高於12萬港元的實體貨幣及不記名可轉讓票據，須向香港海關申報。 交通運輸管理配套安排方面，附屬法例擴大獲發牌照可在新界出租或載客之的士的許可營業地區，納入港方口岸區內的所有道路。 附屬法例也涵蓋公共流動無線電通訊服務，內地當局認可的內地流動網絡營辦商獲豁免領牌規定，可為港方口岸區提供公共流動無線電通訊服務。 政府表示，附屬法例可讓各部門依法在港方口岸區執行職務，並有助展開口岸正式開通前的準備工作，包括與內地當局聯合進行系統測試、試運和演練，確保運作和通關安排妥善完備。 相關附屬法例會按先訂立後審議程序提交立法會省覽。

星 期 六 （ 7 月 25 日 ） 初 時 本 港 天 氣 仍 然 酷 熱 ， 但 稍 後 本 地 風 力 會 逐 漸 增 強 ， 狂 風 驟 雨 增 多 。 天 文 台 會 視 乎 熱 帶 氣 旋 的 強 度 變 化 、 其 強 風 區 與 本 港 的 距 離 及 本 地 風 力 情 況 ， 評 估 是 否 需 要 在 星 期 六 稍 後 改 發 更 高 熱 帶 氣 旋 警 告 信 號 。 另 外 ， 星 期 六 海 有 湧 浪 ， 市 民 請 遠 離 岸 邊 及 停 止 所 有 水 上 活 動 。
