今日是第十個全民國家安全教育日，保安局與轄下紀律部隊和輔助部隊舉辦多項活動，營造維護國家安全的濃厚氛圍，提升社會大眾維護國家安全的意識。 保安局和轄下紀律部隊上午在警察學院聯合舉行升旗儀式。政務司司長陳國基主禮時表示，升旗儀式讓大眾感受到對國家和民族的熱愛和忠誠，並深刻體會維護國家安全的責任與使命。政府會繼續發揮《香港國安法》和《維護國家安全條例》的優勢，為香港建立維護安全穩定的防線，並為促進良政善治提供堅實的制度保障。 陳國基其後主持維護國家安全盃頒獎典禮，嘉許參與保安局、紀律部隊和輔助部隊運動競技比賽的選手。 保安局與律政司、教育局和善德基金會合辦的全港學界國家安全常識挑戰賽下午舉行總決賽和頒獎典禮。今年首次為非華語中學生增設英文組，610所中、小學逾126,000名學生參賽，人數較去年增加逾兩成。 行政長官李家超在視像致辭中表示，6月30日將迎來《香港國安法》在香港特區頒布實施五周年，政府未來數月會舉辦一系列活動，讓市民更深切體會維護國家安全的法律制度作為「定海神針」的關鍵作用。 他指，維護國家安全是香港特區的憲制責任，也是每一位香港市民的共同義務。他鼓勵參加者把參賽所學到有關國家安全的知識融入日常生活，並與家人和朋友分享，一同成為國家安全的守護者。 一同主禮的律政司司長林定國指，樂見挑戰賽反應熱列，期望青年繼續以維護國家安全為己任，融入國家發展。 常識挑戰賽總決賽和頒獎典禮的精彩花絮分別於今晚和本月20日晚上10時30分於HOY資訊台播出。 其後，保安局局長鄧炳強和教育局局長蔡若蓮一同主持國家安全漫畫《安仔與熊仔》新書發布會。該漫畫由保安局團隊創作，去年7月起在《香港國安法》網上虛擬展覽連載，深受網民歡迎。首批新書上月底分發至全港超過2,000間學校和公共圖書館。鄧炳強和蔡若蓮在儀式上將漫畫書贈予中學、小學和幼稚園的校長代表。
The Security Bureau (SB) and its disciplined services and auxiliary services held a flag-raising ceremony, a national security knowledge challenge and other activities to mark the 10th National Security Education Day today. The SB and its disciplined services jointly held a flag-raising ceremony at the Police College this morning. Officiating at the ceremony, Chief Secretary Chan Kwok-ki said that the flag-raising ceremony instils passion and loyalty towards the country and the people as well as deepens the understanding of the responsibility and mission to safeguard national security. He noted that the Hong Kong Special Administrative Region Government will continue to leverage the strengths of the National Security Law and the Safeguarding National Security Ordinance to build a strong line of defence to maintain security and stability in the Hong Kong SAR, and to provide solid institutional safeguards to promote good governance. Mr Chan then officiated at the Safeguarding National Security Cup awards presentation ceremony to commend the contestants of the SB, disciplined services and auxiliary services for holding sports competitions, which showcased their vitality and unity to inject impetus to the promotion of safeguarding national security. In the afternoon, the Department of Justice, the SB, the Education Bureau and the Hong Kong Shine Tak Foundation jointly organised the finals and award presentation ceremony of the Territory-wide Inter-school National Security Knowledge Challenge 2024/25. The events were held at a shopping mall for the first time to allow more students, teachers, parents and members of the public to participate. This year, an English section was also set up for the first time for non-Chinese speaking secondary school students. The challenge attracted more than 126,000 students from 610 primary and secondary schools, an increase of over 20% in the number of participants compared to last year. Chief Executive John Lee said in a video speech that June 30 marks the fifth anniversary of the promulgation and implementation of the National Security Law in the Hong Kong SAR. He stated that the Government will hold a series of activities to deepen public understanding of the pivotal role the legal framework plays in safeguarding national security as Hong Kong's anchor of stability over the coming months. Mr Lee emphasised that safeguarding national security is a constitutional duty of the Hong Kong SAR and a shared obligation of every Hong Kong citizen. He encouraged students to become guardians of national security by integrating the knowledge they gained about national security through the competitions into their daily lives and sharing it with their family and friends. Also officiating at the ceremony, Secretary for Justice Paul Lam supplemented that he was delighted at the enthusiastic response to the competitions and encouraged young people to continue embracing safeguarding national security as their personal responsibility and to integrate into the country's development. The highlights of the finals and the award presentation ceremony will be broadcast at 10.30 tonight and April 20 on HOY Infotainment. Secretary for Security Tang Ping-keung and Secretary for Education Choi Yuk-lin meanwhile, jointly officiated at the launch ceremony of the new national security comic book Andy & Security Bear. Produced by SB members, the comic series was published online as part of the National Security Law virtual exhibition from July last year and was well received for its charming characters and engaging storylines. The SB brought the online stories to print and has distributed the first batch to over 2,000 schools and public libraries in Hong Kong by the end of March. At the ceremony, Mr Tang and Ms Choi presented the comic books to the principal representatives of secondary schools, primary schools and kindergartens. To mark National Security Education Day, the disciplined services and auxiliary forces under the SB will hold open days on various weekends and public holidays this month.
行政長官李家超表示，面對美國肆無忌憚的霸權主義，香港要站穩腳步，團結一致，集中精力辦好自己的事。香港特區全力支持國家應對美國挑戰，維護中國正當權益，維護國際公平正義。 他說，特區政府會通過世界貿易組織機制針對美國提出申訴，同時會加大力度，用好機遇，吸引更多貿易和商業活動。 以下是行政長官、香港特別行政區維護國家安全委員會主席李家超4月15日在全民國家安全教育日開幕典禮的演辭： 尊敬的夏寶龍主任（中央港澳工作辦公室主任、國務院港澳事務辦公室主任）、尊敬的鄭雁雄國安事務顧問（中央人民政府駐香港特別行政區聯絡辦公室主任、香港特別行政區維護國家安全委員會國家安全事務顧問）、董經緯署長（中央人民政府駐香港特別行政區維護國家安全公署署長）、崔建春特派員（中華人民共和國外交部駐香港特別行政區特派員公署特派員）、賴如鑫政委（中國人民解放軍駐香港部隊政治委員）、各位嘉賓、各位老師、各位同學︰ 今天是第十個全民國家安全教育日，意義重大。感謝夏寶龍主任為今天的活動以視頻方式發表主旨講話。夏主任的講話飽含深情，催人奮發，滿載着對香港的期盼，我深受感動和鼓舞，衷心感謝夏主任一直對香港的關心、指導和支持。 2019年香港經歷了黑暴、港版顏色革命的慘痛，至今仍驚恐難忘。《香港國安法》公布實施五年以來，社會穩定了，市民生活正常了，但我們不能好了傷疤忘了痛，在我們全力拼經濟、謀發展的同時，不能忘記當年「港獨」肆虐、黑暴打砸縱火，本土恐怖分子放炸彈和殺害無辜的圖謀；不能忘記當年奉公守法、無辜的市民，被暴徒痛打、襲擊、捆綁、脫衣侮辱的悲痛無助；不能忘記外部勢力粗暴插手香港事務，無所不用其極的卑劣手段，最近美國更重施故技，向六位中央和香港官員實施所謂制裁，再次暴露美國的霸凌野蠻；不能忘記當年熱愛香港的海內外同胞對黑暴的憤怒和無奈。不能忘記中央在香港最困難的時候施以援手，公布實施《香港國安法》，止暴制亂，即時回復香港的安全穩定。 《香港國安法》終止了香港回歸20多年國安不設防的漏洞，終止了當年反中亂港分子勾結外部勢力危害國家安全的亂局，終止了當年顛覆特區政府的圖謀，終止了當年肆意煽動、蠱惑人心的弄虛作假，終止了當年遍及全港的黑暴、無辜市民的恐懼和痛苦。 「草木不經霜雪，則生意不固」。《香港國安法》公布實施五年後的今天，亦即是《維護國家安全條例》立法生效一年後的今天，香港在世界舞台上展現光芒，站穩全球最自由經濟體的榜首，國際金融中心地位排名世界第三，世界競爭力排名第五、人才競爭力重回十大，繼續是世界排名第一的還包括投資環境、國際貿易、商業法規、航空貨運量等。此外，香港本地生產總值由2019年黑暴時期的1.7%負增長，轉為2024年2.5%正增長；同期全職僱員收入中位數增加4,300元，從2019年的20,000元上升至現在的24,300元，增幅是21.5%。 世界百年未有之大變局正加速演進，香港未來面對國家安全的風險會更風高浪急。我們要時刻緊記2019年黑暴的餘波還未結束，反中亂港分子仍妄圖死灰復燃，仍然軟對抗、煽動厭惡和憎恨；要時刻緊記海內外破壞力量的對抗態勢還未結束，仍設法破壞香港穩定。要時刻緊記別有用心的國家和地區對國安法的歪理攻擊，以雙重標準詆毁特區維護國家安全的正義工作還未結束。要時刻緊記外部勢力借港遏華的野心不死，仍會隨時興風作浪、惡意挑釁。 美國打擊中國和香港特區的恣意妄為已經變成狂態。首先美國有起碼21部國安法，卻不容許香港只是它十分之一的兩部國安法，美國可以拿着機關槍卻不容許香港有防彈車；最近的狂態更心血來潮，拿貿易作武器，對香港施加145%的所謂對等關稅，最荒謬的是算術都算錯了，香港是零關稅，對等的話，應該是零，這不但展現美國滿口歪理，更示範了美國霸權自居的真面目。 美國反對自由貿易，擾亂全球貿易和供應鏈，肆意破壞國際共同建立的世界貿易組織規則，嚴重破壞多邊貿易體制和全球化進程。面對美國肆無忌憚的霸權主義，我們要站穩腳步，團結一致，集中精力辦好自己的事。香港特區全力支持國家應對美國挑戰，維護中國正當權益，維護國際公平正義。 香港會保持基本零關稅的自由港地位，奉行開放自由貿易。特區政府會通過世界貿易組織機制針對美國提出申訴，我們同時會加大力度，用好機遇。首先國家是香港的最大機遇，國家發展的肯定性，是世界局勢的定海神針。香港會進一步融入國家發展大局，同時開拓更多新市場和深化區域合作，與東盟、中東和「一帶一路」國家和地區建立更密切關係。我們會進一步發揮超級聯繫人和超級增值人的角色，發揮好「引進來」和「走出去」的功能。會用好金融中心地位，推動貿易和企業融資投資，加強香港的競爭力，加快產業升級，加大發展科技創新。 關稅戰已經改變了世界貿易秩序，新秩序將會形成，過程中香港有危有機。我們正研究新秩序可產生的新機遇，香港是一個零關稅的自由港，可吸引更多貿易、更多商業活動、更多新藍海，加上香港人的韌性、靈活多變、善拼敢贏的基因，香港會再一次乘風破浪、烈火見真金。 「於安思危，於治憂亂」。國際形勢複雜多變，危害國家安全的威脅可以突如其來，我們必須時刻警惕，做好面對巨大挑戰的準備： 第一、要堅定不移全面準確貫徹「一國兩制」方針。貫徹維護國家主權、安全、發展利益的最高原則，時刻以國家安全的高度觀察和思考問題，確保「一國兩制」行穩致遠。 第二、深入踐行總體國家安全觀。統籌發展和安全，防範和化解安全風險，鞏固提升應急處變能力，實現高質量發展和高水平安全的良性互動。香港有一個安全、穩固的根基，我們就能更從容面對不同挑戰。 第三、不斷完善維護國家安全的法律制度和執行機制。繼去年3月完成《基本法》第23條本地立法後，特區政府更新了《公務員守則》，把國家安全放在工作的首位。又修訂了《社會工作者註冊條例》，也通過了《保護關鍵基礎設施（電腦系統）條例》。特區政府會繼續完善維護國家安全的法律制度和執行機制，包括修訂《職工會條例》，以完善規管制度，促進職工會健康發展。除修訂法律外，保安局會推出指引，說明公職人員履行職責時，恪守《維護國家安全條例》的要求；教育局亦會更新《香港國家安全教育課程框架》，深化中小學的國安教育。 第四、不斷推廣自覺維護國家安全的全民教育。過去兩年，特區政府在國家安全的宣傳教育做了大量工作，除了政府和社會各界每年圍繞415全民國家安全教育日所舉辦的豐富活動外，我們亦設置了國家安全展覽廳、培訓地區國安導師、發展青年國安大使、安排學生到內地參訪的國安教育團等，成績斐然。下一步國安教育會以新穎方式，通過跨媒體和科技應用，增添學習樂趣，我們會以長帶幼、以幼帶長等多元策略，推動家庭共同參與，提升全民意識。 總結 二十屆三中全會引領中國式現代化新征程，全面推進強國建設、民族復興偉業，更為香港長期繁榮穩定提供堅實保障。「一國兩制」實踐進入新階段，香港會主動識變、應變、求變，深化國際交往合作，積極融入國家發展大局、參與和推動粤港澳大灣區建設、「一帶一路」倡議等，主動對接高質量發展和高水平開放的國家戰略。 在全面拼經濟、謀發展、惠民生的同時，我們要竭力維護國家主權、安全、發展利益，持續築牢國家安全屏障，堅固高質量發展的安全根基，共創繁榮昌盛新時代，為強國建設、中華民族偉大復興作出更大的貢獻。 謝謝大家。
