今日是《香港國安法》公布實施六周年，特區政府表示，《香港國安法》及特區其他維護國家安全的法律和工作，讓國家安全在香港特區得到有效保障。 正如今年2月國務院新聞辦公室發布的《「一國兩制」下香港維護國家安全的實踐》白皮書所述，《香港國安法》「一法安香江」，是維護國家安全的定海神針，為促進特區良政善治提供堅實的制度保障。 特區政府表示，維護國家安全是中央事權，感謝中央於六年前在國家層面制定《香港國安法》，成為香港由亂到治的分水嶺。 香港特區一直認真和切實履行維護國家安全的憲制責任，包括本屆政府歷史性完成《基本法》第23條立法，制訂《維護國家安全條例》，與《香港國安法》渾然一體、融合互補，加上其他相關法例修訂和附屬法例的訂立工作，持續完善全面而有效的維護國家安全法律制度和執行機制，為香港特區築牢國家安全的防線，讓大家能夠在動盪的國際環境中繼續穩步前行，在由治及興的康莊大道上昂首闊步。 《香港國安法》第四條和《維護國家安全條例》第二條更清楚訂明，香港特區維護國家安全應當尊重和保障人權，依法保護香港居民根據《基本法》、《公民權利和政治權利國際公約》和《經濟、社會與文化權利的國際公約》適用於香港的有關規定享有的言論、新聞、出版、結社、集會、遊行、示威等權利和自由。 事實上，自《香港國安法》和《維護國家安全條例》實施以來，香港市民的生活營商環境持續改善，經濟表現屢創新高。 根據《世界經濟自由度2025年度報告》，香港繼續獲評為全球最自由經濟體；在剛公布的《2026年世界競爭力年報》中，香港排名全球第二位，連續三年錄得上升，並創下自2019年以來的最高排名；香港是位列全球三甲的國際金融中心，2025年公開招股集資額全球第一、更成為全球最大的跨境財富管理中心。可見在《香港國安法》和《維護國家安全條例》下，香港安全穩定的營商環境得到國際社會廣泛認可，而近期的地緣政治事件更進一步突顯香港作為安全港的角色。 特區政府強調，現時地緣政治仍然複雜多變，香港維護國家安全的鬥爭從未停止，必須時刻保持警惕。 要全面維護國家安全，除了特區政府，社會上每個人都應是維護國家安全的參與者和推動者。有見及此，特區政府一直致力加強相關宣傳教育，增強市民自覺維護國家安全的意識，讓社會在全力拼經濟、謀發展、惠民生的同時，仍牢記國家安全風險依然存在，可突如其來且無法預計，因此不能「好了傷疤忘了痛」。 就此，特區政府一直以多管齊下的策略將國家安全的宣傳推廣和教育工作做得更深更廣。其中，為呼應《白皮書》提及扎實推進國家安全宣傳教育，保安局更配合《香港國安法》公布實施六周年推出一系列活動，將國安家好的主旨進一步植根社區，讓每名市民都自覺維護國家安全、全社會形成維護國家安全的強大合力。 一連五集的電視節目《國安檔案解密》今日起推出，透過深入分析國安案件，向市民展示過去一段時間面對的嚴峻國安形勢；以《安仔與熊仔》為藍本的國家安全互動劇場則於下月初公演。 此外，保安局青少年制服團隊國安問答比賽本月上旬舉行，透過比賽形式讓大學和大專生交流國安知識，展示年輕一代主動肩負維護及推廣國家安全的擔當。 特區政府重申，維護國家安全只有進行時，沒有完成時。在地緣政治複雜多變的形勢下，特區政府必定繼續在《香港國安法》和《維護國家安全條例》的堅實保障下，堅決維護國家主權、安全、發展利益，全面準確貫徹「一國兩制」方針的最高原則，同時依法保障香港居民和在港其他人的合法權益、權利和自由，全力以高水平安全護航「一國兩制」事業高質量發展。
