陳淑薇女士是一位資深的新聞工作者,從事新聞工作超過四十年。她於1977年加入香港商業電台,1989年出任商業電台新聞及公共事務總監,2017年起轉任商業電台主席特別顧問,並擔任電台節目主持人,專訪政府高層及社會精英,深入分析時事議題。陳女士現為新聞教育基金主席及香港新聞博覽館副主席,於2018年獲香港特別行政區政府頒授銀紫荊星章,以表揚她對大眾傳播業的貢獻。

Safety is the first priority
Safety is the first priority in event management. Recent major emergency incidents such as the terror attack in Manchester Arena, concert fire in Oakland, and bombing in Boston Marathon, etc, served as painful reminder of the ever-present threat in any live mass event. The need of continuous assessment of risks, as well as developing and implementing up-to-date emergency plans are essential for effective response to all kinds of emergencies including man-made and natural disasters. Event safety does not rely only on the event organisers and emergency responders but also the general public, the government and industry stakeholders.
Event Safety Seminar to be held on 23 September 2017
The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI), with support from the Asia World Expo, will be conducting an Event Safety Seminar on 23 September 2017. Bringing together a group of international and local experts, the seminar will cover latest venue security planning strategies, protocols and technologies, as well as experts' insights on balancing security, operational efficiency and public image. The seminar also offers an opportunity for participants to network and exchange ideas with the experts and their peers.
Target Participants
Event organisers, practitioners in disaster management and security services, and all those who might be involved in live mass events including NGOs, schools, etc. are welcome.

The latest event security planning strategies, protocols and technologies | Mr Tim Roberts, Director, Event Safety Shop, UK Tim has worked in the event industry for over 30 years during which he has been a performer, musician, writer and technical stage manager. He helped form The Event Safety Shop in 1999 and has been a professional safety consultant since then. For many years he was the Safety Co-ordinator at the world-famous Glastonbury Festival (UK), becoming its Operational Director from 2014-2016. Tim regularly works with household names in concert touring, and consults on a range of shows, festivals, sporting events and national celebrations across the globe. He is a Board Member of the Event Safety Alliance in the USA, and has contributed to documents for the UK government and industry bodies. The webinar for this session can be view here. |

3:45 - 5:00pm | Crowd management technologies and system to ensure safe and efficient evacuation | Mr Jon Corbishley FSIA, Director, The Safety Officer Pty Ltd, Australia Jon Corbishley offers a proven track record of event planning, problem solving and critical decision making with over 30 years worldwide experience in crowd risk and safety planning for major events. He’s been managing safety at mass gatherings around the world amongst which were the concert to mark the fall of the Berlin Wall, AC/DC in Moscow, Pavarotti in Hyde Park and the four 120,000 capacity concerts in Brunei with Michael Jackson and Stevie Wonder to celebrate the 50th birthday of the Sultan and the wedding of his daughter. He was part of the planning team for many major events in London including the funeral of Diana Princess of Wales and was appointed to take charge of crowd safety at HM Queen Elizabeth II Golden Jubilee celebrations attended by over 1.6 million. 5:00pm - 6:00pm | Emergency Management of HKSAR Government | Mr George Lee, HKSAR Government Security Officer, Security Bureau Mr Lee has been working in the Hong Kong Police Force for 34 years. He has vast experience in different policing matters including security operations, emergency response, major events and incidents, maritime and personnel management. He is currently heading the Emergency Support Unit as Government Security Officer in Security Bureau, overseeing the implementation of Government security policy including but not limited to giving advice on physical and information security; review of Security Regulations and related policy guidelines; and supervise the security audit for Bureaux and Departments to ensure compliance to a high standard. He also spearheads a comprehensive set of government level contingency plans to cater for different emergency situations, natural and man-made disastrous scenarios. He is a Certified Protection Professional of the American Society for Industrial Security.
Mr Adrian Tang, Superintendent, Major Events Planning Division, Major Incidents Bureau, Hong Kong Police Force Mr Tang heads the Major Events Planning Division of the Hong Kong Police Force responsible for the formulation of policing strategies of major events. He has a diversified experience in major event security including high-profile international conferences, major sporting events and visits of international dignitaries specifically in the field of venue search and security screening. He is a Certified Protection Professional and Physical Security Professional of the American Society for Industrial Security International. He is also a member of the Security Services Industry Training Advisory Committee under the purview of the Qualifications Framework. |

Asia-Pacific Region suffers the highest number of disasters across the globe. As Hong Kong is a key member in the region and one of the most densely populated cities in the world, both its public health and education sectors should play pivotal roles in disaster preparedness and response.
The Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) jointly organised the Train-the-Trainer Programme on Disaster Preparedness and Response for Secondary School Teachers. The programme aims to enhance community resilience and promote disaster awareness in Hong Kong by strengthening the secondary school Liberal Studies curriculum.
The train-the-trainer programme was kicked off on 13 October 2015. Professor Emily Chan, the Director of CCOUC, delivered the first training entitled “The Relationship between Disasters and Public Health Using Hong Kong as a Case Study”, which was well received by course participants. Topics such as common disasters in Hong Kong, myths of disasters, disaster preparedness and responses were discussed.
Teachers from various secondary schools showed their interests in incorporating these topics into the current Liberal Studies curriculum, and would help distributing learning booklets prepared by CCOUC to their students. CCOUC believes that secondary school teachers are important agents to disseminate the crucial messages of disaster preparedness to the younger generation and their families.
In the coming year, the programme will introduce three more topics, namely, "Environmental Hazards and Public Health Responses in Hong Kong", "Infectious Diseases and Epidemiology: Why is the Threat of Infectious Diseases Growing?", and the "Impact of Globalization on Climate Change and Population".
