香港特區依法緝捕潛逃境外的危害國家安全分子，英國外交大臣林德偉和英國內政大臣顧綺慧卻就此發表不實和偏頗言論，特區政府表示強烈不滿和反對，又要求英國政府立即停止干涉純屬中國內政的香港事務。 19人在境外籌組、成立或參與一個名為「香港議會」的顛覆組織，被香港警務處國家安全處懸紅通緝。特區政府指，「香港議會」旨在顛覆國家政權，目標包括推動「自決」；制定所謂「香港憲法」；以非法手段推翻、破壞中華人民共和國根本制度或推翻中華人民共和國中央政權機關或特區政權機關等，涉嫌干犯《香港國安法》第22條「顛覆國家政權罪」，警方遂依法向法院申請拘捕令，並通緝有關人士。 特區政府強調，《香港國安法》及《維護國家安全條例》下的罪行訂有適當的域外效力，完全符合國際法原則、國際慣例和各國各地區通行做法，實屬必要和正當，並與世界其他國家和地區一致。潛藏英國等西方國家的潛逃者被通緝，是因為他們在當地公然從事危害國家安全的勾當，肆意勾結外部勢力包庇其惡行，香港警方採取合法措施強烈打擊潛逃行為，做法有理有據，實屬必要和正當。 英國最少有14部關於維護國家安全的法律，卻對香港特區維護國家安全的法律制度和執行機制指手畫腳，特區政府認為，這是實實在在的雙重標準。 特區政府又表示，必會用盡所有方法，依法追捕及打擊潛逃境外、危害國家安全的罪犯，全力做到違法必究，雖遠必誅，並呼籲被通緝人士回港自首。特區政府會繼續堅定不移地履行維護國家安全的責任，同時依法保障香港市民的權利和自由，確保「一國兩制」實踐行穩致遠。
