保安局禁毒處和禁毒常務委員會9月5日在警察總部合辦粵港澳大灣區禁毒高峰會，紀念禁常會成立60周年。國家公安部禁毒局、廣東省公安廳、澳門司法警察局等約20個政府機構和多個民間團體的代表出席。 禁毒專員李基舜介紹，高峰會將分為三個環節，就毒品新趨勢研判、情報交流、禁毒執法和宣傳教育等議題交流。 他說：「第一個環節是新時代的禁毒溝通策略，我們希望找出『貼地』的宣傳手法。第二是攜手協力打擊跨境罪行。第三是青少年共創無毒大灣區，我們希望了解新一代年輕人如何看待毒品問題。」 他希望高峰會後，粵港澳三地情報交流做得更快捷、準確，打擊更多跨境販毒罪行，令國家的南大門守得更穩妥。此外，他期望能增強青少年對抗毒品的決心。 大灣區城市的執法部門一直致力合作緝毒，其中香港海關和內地海關合作展開代號「雲戰---斷流」聯合行動，重點打擊販毒集團由境外遙控內地和香港物流跨境走私毒品。過去三年，行動共截獲6,500公斤毒品，拘捕123人。 李基舜形容，沒有跨境合作，緝毒只會事倍功半：「禁毒最大的挑戰，第一是科技興起，新媒體、社交媒體的應用，都令販毒更加地下化。第二個挑戰是毒販現在很喜歡挪用醫療用藥製作新興毒品。這些醫療藥物不會限於某一個城市、某一個地域使用。要避免這些情況發生，一定要跨境合作。」 在檢測方面，本港政府化驗所和內地化驗機關就不同毒品，包括依托咪酯的檢測結果互通情報和交流技術。 而粵港澳三地也合作加強禁毒教育，包括在東莞虎門鴉片戰爭博物館設立禁毒教育基地和研學路線，讓青年人了解國家禁毒的歷史，並在澳門和橫琴合辦大型禁毒展覽，以創新方法教育民眾遠離毒害等。

The tropical depression over the central and northern parts of the South China Sea will enter within 800 kilometres of Hong Kong shortly. The Observatory will issue the Standby Signal, No. 1 at 7:10 p.m. tonight. According to the present forecast, the tropical depression will move in the general direction of the seas south of Hainan Island, and will be closest to Hong Kong around noon tomorrow (29 August), skirting around 600 kilometres or more from the territory. Under its combined effect with the ridge of high pressure over southeastern China, it will be windy over the northern part of the South China Sea and the coast of southern China today and tomorrow. Local winds will be occasionally strong in some areas, including offshore and high ground. There will be swells. Unless the tropical cyclone intensifies significantly or adopts a track closer to the coast of Guangdong, the chance of persistent strong winds generally over the territory is expected to be relatively low. Members of the public should take note of the latest weather information from the Observatory, stay away from the shoreline and not to engage in water sports.
