Between 2005 and 2014, disasters have caused total damage of US$1.4 trillion worldwide, with 1.7 billion people affected and 0.7 million killed. With climate change, urbanization, environmental degradation and poverty, the world has been experiencing disasters at a higher frequency and intensity. At the same time, global population is ageing at an unprecedented speed: between 2015 and 2030, the number of persons aged 60 years or over in the world is projected to grow by 56%, from 901 million to more than 1.4 billion. Older people therefore is going to be an increasingly important group, in terms of both their contribution and vulnerabilities, in the face of disasters. This paper discusses the disaster-related health risks of the older people in Hong Kong, and presents key policy recommendations for better protection of this vulnerable group.

The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) in inviting tenders for conducting the mid-term review of the “Establishment of a Disaster Preparedness and Response Institute” Project, between March - October 2017. The HKJCDPRI was established in November 2014, and has evolved slowly over the past 2 years. To assess the extent to which planned project outputs/outcomes have been achieved, we are looking for an external review team to conduct a mid-term review for the project. The Hong Kong Jockey Club Disaster Preparedness and Response Institute launches annual “Community Campaign on Disaster Resilience” to enhance community resilience through a range of public education activities.   As part of the campaign, a microfilm production competition under the theme “Prepare Disasters as Part of our Daily Lives” will be organized. Secondary and tertiary students are encouraged to explore potential disaster risks and preparedness measures in their daily lives, present it via microfilm production, and to demonstrate how crucial yet handy it could be to prepare for disasters.

On 8 April 2015, the World Health Organization (WHO) announced the newly set up Global Foreign Medical Teams Registry which would enable WHO to build a global roster of foreign medical response teams (FMT) ready to be deployed in sudden onset disasters such as earthquakes, tsunamis, cyclones, floods, and disease outbreaks.

In response to the 1972 Po Shan Road landslide tragedy, and considering the fact that the landscape of the Po Shan hillside is susceptible to landslide due to high groundwater levels, the Geotechnical Engineering Office (GEO) has recently designed and introduced an innovative and sustainable groundwater regulation system in a bid to supplement its current measures against landslide.  The new system enables real-time monitoring and control to regulate the groundwater levels, thereby substantially alleviating the risk of major landslides in the area. The project was awarded the Second Runner-up in the construction category of Innovation Award for the Engineering Industry 2012/13 given its effectiveness in control of groundwater level and its robustness.

The Hong Kong Jockey Club Disaster Preparedness and Response Institute published a Scoping Study entitled "Disaster Preparedness in Hong Kong – A Scoping Study" in 2016.   Three pieces of publications have been published with the findings of the Scoping Study done in 2016.

Following the annual National Emergency Medical Team (EMT) training 2016 held in Fuzhou of China, the annual EMT training 2017 was held in Dali of Yunnan Province of China on 12-13 September 2017. Same as the training in 2016, the 2017 training was organised for all 37 Chinese national EMTs managed under the National Health and Family Planning Commission (NHFPC), while targeting at management level leaders of EMT development this year.

The HazMat Medical Response (HMR) course was jointly organised by the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPR), and the Hong Kong Association for Conflict and Catastrophe Medicine on 26 & 27 September 2017. The 2-day course was designed for emergency responders including physicians, nurses, paramedics and EMS workers such as the police and fire fighters, who may be required to manage hazardous materials incidents.
