The free short course “Disaster and Humanitarian Crisis” (20, 27-29 June, 2019) is organised by the Jockey Club School of Public Health and Primary Care (JCSPHPC), and Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC) of the Chinese University of Hong Kong (CUHK) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI).

Recently, I attended the 4th Global Summit of Research Institutes for Disaster Risk Reduction (4th GSRIDRR) in the Disaster Prevention Research Institute, at Kyoto University. And I managed to take away with me a few major learnings from the Summit, which I wish sharing here!
My first learning was about the new scientific challenges to disaster risk reduction and disaster risk management, and there is continuing need to foster uptake of science in government and industries to support implementation – suggestions on what works! I found the organization by Gluckman on the “Five categories of science advice” very comprehensive:

Landslide disaster in Hong Kong is rare in recent years. The Geotechnical Engineering Office (GEO) of the Civil Engineering and Development Department has been performing well and is internationally renowned in slope safety management. Despite of this situation, landslide risk can never be zero. In addition, as the climate changes, it is projected that the intensity and frequency of extreme weather events also changes such as heavier rainfalls.
To increase efforts in slope safety work, the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) joins hands with the GEO of the Civil Engineering and Development Department to enhance training efforts for Emergency Duty Officers with roles in emergency landslide management.

The Annual Conference on Disaster Preparedness and Response 2019 with the theme of “Reduce Risks · Build Resilience” was successfully held on 29 June 2019 at the Hong Kong Academy of Medicine Jockey Club Building. The 2019 Annual Conference is the fourth in this series of conferences, following previous successful events in with the themes of From Community to Emergency Room in 2015; Building a Resilient Health System in 2016; and Emerging Challenges and Opportunities Ahead in 2018.
The Annual Conference on Disaster Preparedness and Response 2019 with the theme of “Reduce Risks · Build Resilience” was successfully held on 29 June 2019 at the Hong Kong Academy of Medicine Jockey Club Building. The 2019 Annual Conference is the fourth in this series of conferences, following previous successful events in with the themes of From Community to Emergency Room in 2015; Building a Resilient Health System in 2016; and Emerging Challenges and Opportunities Ahead in 2018.
Two keynote speakers, Mr Michael Berkowitz, President of 100 Resilient Cities of Rockefeller Foundation, and Mr Zhang Shaobiao, Vice President of Shenzhen Urban Public Safety and Technology Institute, kicked off the scientific programme of the day. The two speakers shared their tremendous experience from a global and China practice of building urban resilience.
A range of concurrent scientific sessions followed. Topics included Climate Change and Disaster Risks, Crisis and Emergency Risk Communications, Disaster Risk Financing and Transfer, Mass Casualty Management, Innovations and Health Emergency & Disaster Risk Management. The Conference was ended by a round table discussion session on multi-sectoral efforts to build resilience. The round table session brought together experts from different sectors, namely, the Civil Engineering and Development Department, the Hong Kong Fire Services Department, Hong Kong Polytechnic University, the Hong Kong Red Cross, the Peak Re Company and the 100 Resilience Cities of the Rockefeller Foundation, to examine the topic and discuss how resilience could be enhanced by stronger collaboration.
Apart from the main scientific conference on 29 June, the pre-conference workshop titled “Use of Big Data and Social Media in Time of Crisis” and the post-conference visit to the Hong Kong Observatory Headquarters were organised on 28 June and 30 June respectively.
The Conference successfully engaged a wide spectrum of stakeholders from different sectors, attracting more than 300 participants.

The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) and the Child Education Centre for Teaching and Learning (CECTL), part of the Department of Childcare, Elderly and Community Services (CECS) of the Hong Kong Institute of Vocational Education (IVE), joined hands to launch a pilot programme on disaster education for kindergartens targeting on K3 students.
The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) and the Child Education Centre for Teaching and Learning (CECTL), part of the Department of Childcare, Elderly and Community Services (CECS) of the Hong Kong Institute of Vocational Education (IVE), joined hands to launch a pilot programme on disaster education for kindergartens targeting on K3 students.
A series of Training-of-Trainers activities were delivered to the teachers from the two participating kindergartens, namely AEFCHK-EFCC Verbena Nursery School and Munsang College Kindergarten, on how disaster education could be delivered to children effectively through experiential learning; stimulation of children’s interests, cultivating positive attitudes in coping with catastrophes; in order to lay the foundation for their future learning in more in-depth knowledge in disaster preparedness.
While Munsang College Kindergarten had implemented a 4-week theme-based teaching on weather and disaster preparedness in May for upper kindergarten (K3) students, AEFCHK-EFCC Verbena Nursery School will commence their teaching in June. After the one to two months of theme-based learning, students are expected to identify potential risks in daily life, and develop safety habits and suitable behaviors in case of emergencies.
Teachers’ training session provided by HKJCDPRI’s Ms Angel Ng (Senior Manager) to the core teaching teams from participating kindergartens.
