“Adapting international norms and lessons learnt to meet local needs” is the motto of the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI). On 19-30 November 2018, the two-week overseas training fellowship programme “A Bespoke Integrated Resilience Skills Course” organised by the HKJCDPRI in collaboration with the Emergency Planning College took place in York, the United Kingdom (UK). The course was designed by the HKJCDPRI and the Emergency Planning College with the expert advice of the Major Incidents Bureau of the Hong Kong Police Force.

The HKJCDPRI launched its annual multi-media competition, the 2018 Photo Essay Contest, supported by Hong Kong Documentary Initiative and Hong Kong Press Photographers Association, from 1 – 31 October 2018. Under the theme “I Was There”, we encouraged participants to revisit and collect fragments of disasters, so as to remind ourselves such upheavals are so close to our daily lives.

Health system strengthening can promote resilience and efficient recovery in disasters. This course will introduce important frameworks and responses of the health system that guide managing disaster. Participants will learn about the building blocks and key components of the health system. There is technical training on the impact of health system in the preparedness, response and recovery phases of the Disaster Risk Management (DRM) cycle. We will demonstrate the impact, response and effort of health system by drawing from actual worldwide experience of large-scale disasters in different economic and political systems. The free short course “Emergency Risk Communication in Disaster and Humanitarian Crisis” (29 April – 1 June 2019, classes are on Monday evenings & Saturday mornings) organised by Jockey Club School of Public Health and Primary Care (JCSPHPC), and Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC) of the Chinese University of Hong Kong (CUHK) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI).   This is the 2019 running of the same course held in 2017. HKSKH Lady MacLehose Centre (Group & Community Work Unit)Community Campaign on Disaster Resilience for Sub-Divided Flat Residences in Kwai Tsing Sub-divided flats are mostly in inappropriate settings, leading to avoidable risks of fire and diseases outbreak. HKJCDPRI and its collaborating partner, HKSKH Lady MacLehose Centre, understand how crucial it is to mobilize, empower and encourage the residences in Kwai Tsing to fight for themselves a safer living environment. Therefore, various community engagement activities, including home visits and mobile educational booths were organized. A press conference, organized to announce the findings of “Community Survey on Physical and Mental risks resulted from Inappropriate Living Environment”, had called for more awareness and actions on the issue from both the government and general public.

Carbon Care InnoLab / Tai O Sustainable Development Education WorkshopFlood Preparedness and Climate Change Awareness Enhancement Campaign in Tai O  As a low-lying costal area, Tai O has long been suffering from significantly higher risk of flood compared to other districts. Projected sea-level rise, as well as more frequent / severe typhoon and heavy rain due to climate change pose a even more serious threat. In view of the potential hazard, HKJCDPRI collaborated with 2 grass-root organizations, Carbon Care InnoLab and Tai O Sustainable Development Education Workshop, to conduct educational talks, workshops and exhibitions. Community members and key stakeholders were encouraged to join the move to reduce flood risks in Tai O. A community survey was also conducted, reiterating that the flood management mechanism led by the government is inadequately understood by the residences in Tai O. Recommendation has been made to enhance the flood preparedness and response, especially among the residence in Tai O.
