Supported by six organisations, Ambulance Service Institute, Civil Aid Service, Fire Service Department, Hong Kong Disaster Medicine Association, Hong Kong Red Cross, and Hong Kong St John Ambulance, the first session of the Disaster Field Responder Course was held on 15 August 2015. A total of 45 participants from the six supporting organisations attended the first training class on 15 August 2015. The course aims to enhance first aiders’ disaster response capacity with updated knowledge and essential practical skills in disaster situations. It covers topics on command and coordination, practical first responders’ practical skills in disaster situations, special situations and scenarios, as well as psychological support.

The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPR) organized an Ebola Preparedness Seminar on 20 August 2014, jointly with the Hong Kong Medical Association. The seminar was supported by the Centre for Health Protection, Hong Kong Red Cross and Médecins Sans Frontières Hong Kong.

After the Haiti earthquake in Jan 2010, the WHO Pan America Health Organisation (PAHO) and partners convened the first meeting on Emergency Medical Team ("Foreign Medical Teams" at that time) in Cuba to discuss the Haiti response and concluded the need to set standards and a coordination mechanism for EMT. That was the start of the initiative.
After the Haiti earthquake in Jan 2010, the WHO Pan America Health Organisation (PAHO) and partners convened the first meeting on Emergency Medical Team ("Foreign Medical Teams" at that time) in Cuba to discuss the Haiti response and concluded the need to set standards and a coordination mechanism for EMT. That was the start of the initiative.
In 2013, WHO issued the Classification and Minimum Standards for Emergency Medical Teams (the “Blue Book”) in sudden-onset disasters such as earthquakes and typhoons. These guidelines outline principles and set forth core standards for how registered EMTs must function. The "Blue Book" was used for Typhoon Haiyan operation in 2013 for the first time. Since 2016, the WHO has been registering and verifying qualified EMTs. According to the WHO, over 70 EMTs from over 30 countries have since registered and is in the progress of documentary review from the WHO secretariat with nearly 20 EMTs successfully classified.

The first of a series of Emergency Medical Team (EMT) trainings in China was successfully held on the 5 – 8 September 2016 in Fuzhou, Fujian. The training was led and organized by the National Health and Family Planning Commission of the People's Republic of China (NHFPC) and national experts, and was supported by the World Health Organization (WHO). Representatives from the University of Manchester (UoM) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) supported the training by developing course material and facilitating the delivery of the training. Amongst attendance were the 37 Chinese national EMTs, some of which were already WHO officially classified (i.e. Shanghai East Hospital), and some are pending classification.

This training was organized as one of the activities within the Memorandum of Understanding (MoU) between HKJCDPRI and UoM. HKJCDPRI will facilitate overall capacity building of Chinese national EMTs in this 3-year project, and will be looking to expand into surrounding countries in the Asian-Pacific region.
The purpose of this training was to build response capacity in deployments in the context of natural and manmade disasters for both national and international missions, through the identification of minimum standards, best practice, and standard field operating procedures in interactive and stimulating brainstorming.
The training was divided into two parts, national and international training. HKJCDPRI and WHO were co-organisers of the international training, with Prof Tony Redmond of UoM and Dr Roy Cosico of WHO as the main speakers of the international sector of the training. HKJCDPRI was in charge of coordinating the training, facilitating during the group discussions, and was also the lead for the table top exercise where all materials learnt throughout the training were summarized into an interactive role-play simulation.
The national training included the following speakers: Prof Liu Zhongmin from Shanghai East Hospital speaking on the development and experience of the Shanghai East Hospital EMT; Dr Liu Kejia from Chongqing Health and Family Planning Commission speaking on preparation of national deployment using the experience of 2013 Lushan Earthquake; Prof Lu Lin from Yunnan Health and Family Planning Commission speaking on an infectious disease field deployment, using the 2015 Nepal Earthquake; and Dr Ma Hong from Peking University Institute of Mental Health, speaking on the mental health of EMTs.

The training was ordered according to the phases of deployment: pre-deployment, during deployment and post-deployment, and started with an overview of the UK system of EMTs, where much of its training is done by the UK-Med. The international part of the training was followed by a session on the different aspects in the preparation of deployment; how to perform a needs assessment using WHO’s Health Resources Availability Monitoring System (HeRAMS); and finished up with the steps in properly exiting the field.
The training ended with an extra session with the EMTs that are pending classification, where they received a more in-depth and international view of the WHO EMT initiative, a global view of the development of EMTs, and had the opportunity for a more intimate discussion with the international experts. Topics included the United Nations (UN) system, and the Virtual On-site Operations Coordination Centre (VOSOCC) used by many international EMTs.
The overall feedback of the training was excellent, with the participants requesting for more such kinds of training, as the discussions served as a form of stimulation for more realistic scenarios, hence enabling a more pragmatic approach in training for deployment.

The HKJCDPRI has been supporting the work of the WHO Global EMT initiative by developing training and capacity building programmes to professionalise EMTs, including trainings in accordance with the WHO guidelines and standards for the classification of EMTs. Emergency Risk Communication in Disaster and Humanitarian Crisis

Course Description
In a crisis, every word counts. The need to communicate risks as accurate as possible in a timely manner arises as much from public expectation as professional need. Communication not only helps build resilience of the community but also prevent disease, disability and death, and restore dignity of the people facing disasters. This course offers theoretical yet practical framework of effective advocacy and emergency risk communication in an evolving media landscape, and covers cases ranging from outbreaks to natural disasters in humanitarian settings.
Learning Outcomes/Objectives
After completing this course, students should be able to:
- Understand the principles and issues of emergency risk communication in disaster and humanitarian settings;
- Demonstrate a strong awareness of various communication models in different phases of emergency management;
- Realize the challenges and opportunities to engage media in disaster management programmes;

Global Health Perspectives of Humanitarian Crisis & Human Security

Course Description
This course aims at providing an overview of interconnections between health and human security in the context of globalization and forced migration of many causes. Specifically, the course will examine how the changing humanitarian and human security landscape, for instance the current context of conflict, brought the two fields closer and the challenges presented for human security and global health. On top of classroom lectures and tutorials, this course provides series of seminars offer by speakers in the field of disaster and humanitarian crisis to allow students to follow current topics in this area.

By the end of this module, students are expected to be able to:
- Describe and explain the principles of humanitarian and human security and how they impact health access and outcomes;
