The Hong Kong Jockey Club Disaster Preparedness & Response Institute (HKJCDPRI), launched in 2014, is focused on establishing an evidence base in support of “effective disaster preparedness and response, both for Hong Kong and the Asia Pacific region.” This policy brief proposes a detailed agenda for the HKJCDPRI Center of Excellence in Disaster Preparedness and Response. Acknowledging the growing global shift from top-down emergency response systems to contextualized community-specific approaches, and the WHO-led coordination and standardization of Emergency Medical Teams, this brief outlines a research and training agenda that prioritizes community resilience.

On 5-8 April 2016, the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) joined the World Health Organization (WHO) Global Emergency Medical Team (EMT) Initiative delegation to visit Beijing and Shanghai to discuss the classification of Chinese EMTs. The delegation consisted of Dr Ian Norton, lead of WHO Global EMT Initiative, Prof Anthony Redmond from University of Manchester Humanitarian and Conflict Response Institute (HCRI) and representatives from HKJCDPRI.

This policy brief is a part of the related research of the HKJCDPRI 5-year project. It outlines the existing emergency and disaster response system, a 3-tier system currently operating in the Hong Kong Special Administrative Region (HKSAR). Despite past epidemics, there remains a low level of community awareness, participation in basic first aid training and emergency preparedness.
The authors present recommendations which target to strengthen the response systems, to develop a competent and knowledgeable workforce, and to reduce the loss and suffering that occur during unexpected disasters. Engaging

Aiming to provide accessible real-time landslide information to the public and leverage smart technology to ease and enhance landslide incident reporting in Hong Kong, The Hong Kong University of Science and Technology will develop a new smart Landslide Information System (LIS), in which will be supported by the HKJCDPRI Research Grant 2016. The project team consisted of three prominent professors including Prof Clarence Choi, Research Assistant Professor from the Department of Civil and Environmental Engineering (Principal Investigator), Prof Qian Zhang, Chair Professor from the Department of Computer Science and Engineering and Prof Charles Ng, Chair Professor from the Department of Civil and Environmental Engineering.

The first Advanced Disaster Response Course (ADRC)，organised by the Disaster Medicine Subcommittee of the Hong Kong College of Emergency Medicine and supported by the Hong Kong Jockey Club Disaster Preparedness and Response Institute, commenced in September 2016. The course was organized over four days within the duration of 24 September - 3 December 2016, with a main theme for discussion for each day. The topics included “Urban Humanitarian Emergencies”, “Incident Categorisation”, “Hospital Planning and Response” and “Urban Disasters and the World”.
The first Advanced Disaster Response Course (ADRC)，organised by the Disaster Medicine Subcommittee of the Hong Kong College of Emergency Medicine and supported by the Hong Kong Jockey Club Disaster Preparedness and Response Institute, commenced in September 2016. The course was organized over four days within the duration of 24 September - 3 December 2016, with a main theme for discussion for each day. In total, 32 students enrolled for the course, including 19 doctors, nine nurses, two ambulance officers and two hospital managers. Throughout the course, participants developed the knowledge and skills to prepare health care facilities for effective response, to ensure continuous operations during and after disasters, and to recover for the better from the impacts of disasters. Interactive simulation exercises throughout the course provided an opportunity for participants to practice the skills and knowledge learned during the course.

The course provided foundation knowledge and hands-on experience of pre-hospital and helicopter resuscitation in a simulated environment.
The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) supported the Hong Kong College of Anaesthesiologists and Government Flying Service (GSF) for better training effect by developing 360-degree virtual reality films and a helicopter cockpit mock-up.

During this full day course, participants were trained in different simulated scenarios to practice resuscitation skills, triage during disasters, airway and cardiovascular management, trauma and burn management, as well as equipment handling for infection control. Debriefing sessions with facilitators were carried out to discuss the simulation and areas for improvement.

Participants were practicing rescue skills with a background scenario simulating a mountain hiking environment, projected by 360-degree virtual reality film.
