Silence Limited (龍耳)Fire Preparedness and Response Workshop cum Forum on Disabilities Inclusive Management
Disaster preparedness tools (e.g. visual fire alarm for early warning) and education was found to be lacking or non-accommodative for people with hearing impairment in Hong Kong. Therefore, HKJCDPRI collaborated with the Silence (龍耳) to conduct fire drills and produce sign-language videos on fire evacuation, in order to enhance their awareness and knowledge. We also engaged key stakeholders in the “Forum on Disaster Preparedness for People with Disabilities”, to mobilize wider audiences (especially those from/work with the disability sector) to join hands in community resilience enhancement.

Since 2018, the HKJCDPRI has been collaborating with the Fire Services Department and became one of the co-organisers of the “Use the Ambulance Service Properly” Roving Exhibition. The event brought disaster preparedness messages through exhibitions and game booths to participant from different districts. The exhibition on 5 January (Sat) at the Wind Tower Park in Ap Lei Chau kicked-off the series in 2019.

The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) has been collaborating with NGOs and schools since 2016, to design and deliver “Community Campaign on Disaster Resilience” based on the threats identified to be relevant to the locality and features of the communities, to promote awareness and knowledge on disaster preparedness.

The first three years of the HKJCDPRI establishment project has started a journey of achieving our ultimate goal as fostering Hong Kong as a prepared community to disasters. We built a learning platform for the Hong Kong community and the path has gained its momentum.
Joining hands with working partners, we have reached over 30,000 individuals in the professional sector, academic sector, NGOs and the general public via a wide range of educational and capacity building activities.

The free short course “Research Methodology for Disaster and Medical Humanitarian Response” (31 May 2019; 1 June; and optional 5 Jun 2019) is organised by the Jockey Club School of Public Health and Primary Care (JCSPHPC), and Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC) of the Chinese University of Hong Kong (CUHK) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI).
The free short course “Research Methodology for Disaster and Medical Humanitarian Response” (31 May 2019; 1 June; and optional 5 Jun 2019) is organised by the Jockey Club School of Public Health and Primary Care (JCSPHPC), and Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC) of the Chinese University of Hong Kong (CUHK) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI).
Participants will receive technical training in research study to address public health needs of populations affected by catastrophic events and in resource-poor settings. On completing the course, the participants will understand the principles of planning, implementing and disseminating research in the context of disaster and humanitarian settings. It aims to show how public health and research principles can be applied.
The course is designed for Master for Public Health (MPH) students and occasional students. For occasional students, assessment scheme is not required. An attendance of 70% is required for issuance of a Certificate of Attendance.

On 13-15 March, the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) participated in the Fourth Global Summit of Research Institutes for Disaster Risk Reduction (4th GSRIDRR) under the theme of “Increasing the Effectiveness and Relevance of our Institutes”, organised by the Global Alliance of Disaster Research Institutes (GADRI) and held at the Disaster Prevention Research Institute (DPRI), Kyoto University, Japan.
On 13-15 March, the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) participated in the Fourth Global Summit of Research Institutes for Disaster Risk Reduction (4th GSRIDRR) under the theme of “Increasing the Effectiveness and Relevance of our Institutes”, organised by the Global Alliance of Disaster Research Institutes (GADRI) and held at the Disaster Prevention Research Institute (DPRI), Kyoto University, Japan. The Summit provided a platform for researchers, practitioners, policy makers and other stakeholders in both government and non-governmental institutes involved in disaster risk reduction and resilience to come together to discuss, share and exchange ideas to contribute and be relevant to the priority areas of the Sendai Framework for Disaster Risk Reduction.
The programme of the Summit included keynote speeches, discussion sessions, poster presentations and panel sessions, with hundreds of disaster and emergency medicine professionals in attendance and more than 50 poster presentations.
The HKJCDPRI representative, Dr. Josephine Jim, participated in the Summit and made a presentation at the Poster Session. The presentation was about a pilot study of introducing a Certification System and Expert Directory in Hong Kong. Besides introducing the HKJCDPRI to the international audience, the presentation highlighted the objective and pressing needs of providing accredited training courses in emergency planning and disaster preparedness in Hong Kong. The presentation illustrated the step by step approach in designing the courses, gaining recognition from the industry and the local education authority. A number of participants had shown interests in the work in progress and would be keen to learn about the outcomes of the study.
The Summit had inspired us that there are new scientific challenges to disaster risk reduction and risk management, and there is a continuing need to foster uptake of science in government and industries to support implementation – suggestions on what works! The “Five Categories of Science Advice” (Gluckman, 2016) for disaster risk reduction are: technical advice; regulatory advice; deliberative advice; informal advice and science advice in crises and emergencies.
One of the new scientific challenges discussed in the Summit was how to close the gaps identified between scientists and decision makers. Representative of the International Institute of Earthquake Engineering and Seismology (IIEES) spoke about creating a “Demand for Safety as a Basic Human Right” – A right that should be observed by the Decision Makers and Governments. Investments should be made in disaster risk reduction for resilience, and there should be a paradigm shift in international funds from post event aids to real prevention, mitigation action and national capacity. These are strong evidences to inform the HKJCDPRI and other players in the disaster management sector of the priorities and strategies in developing our disaster risk reduction agenda.
