Realizing the need of hospitals to be prepared to ensure continuous operations during and after a disaster strikes, in times when their services are required most, a group of experts in the field of health emergency management globally have been working with the Hong Kong College of Emergency Medicine (HKCEM) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) to develop and implement Advanced Disaster Response Course (ADRC).

Chemical agents, being at the core of modern industrial systems, has attained a very serious concern for disaster management within government and community. Chemicals such as chlorine, which were used during World War I as chemical weapons—is also key ingredient in numerous commercial products. Correct application of chemicals is very important. Appropriate use will be beneficial while misuse will bring disasters. This course will provide learners with an overview of issues in relation to chemical disasters due to industrial accidents, terrorism and war attack. In particular, it introduces the basics of chemical agents with health hazards, the immediate and chronic health effects of exposure to hazardous chemicals and the measures in prevention, preparedness and response to chemical disasters. 

In line with the most recent adult learning theories, including the concepts of self-directed learning, andragogy and experiential learning, CRIMEDIM courses are based on innovative teaching methodologies such as distance learning, table-top exercises, virtual reality simulations and disaster drills. By integrating the learning process to the demand of everyday life, simulations 

Management of disasters, like most major incidents, can be divided  in  three phases, i.e. Before, During and After. Actions taken during each phase are, respectively, Prevention & Preparedness; Response and Recovery. The role of a senior leader in the disaster management team is essential at each of these three phases.
