Advanced Disaster Response Course 2018

The course is organized by the Hong Kong College of Emergency Medicine for the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) aiming to cultivate interest and create leaders in disaster management. This is the 2nd running of the course. New speakers are recruited for each running, details can be seen in below attachment. The Course will be delivered in English.

 

Course Background

Disasters, natural or man-made, foreseen or without warning, with intensive or extensive risks, affect people and result to varying health effects and consequences. Survival rates of victims depend on an array of factors, especially the surge capacity of hospitals and health care facilities, to manage the expanded demand of mass casualties for services and resources, as they manage the emergency incident. Cognizant of the need of hospitals to be prepared to ensure continuous operations during and even after a disaster strikes, and in times their services are needed most, a group of experts in the field of health emergency management globally have been working with the Hong Kong College of Emergency Medicine (HKCEM) to develop and implement Advanced Disaster Response Course (ADRC) in 2016.

 

ADRC is designed to develop the knowledge and skills of administrative and medical personnel to prepare health care facilities to respond effectively, to ensure continuous operations during or even after disasters, and to recover for better from the impacts of disasters.

 

Target audience:

  • Experienced Clinicians
  • Clinician leaders
  • Public health practitioners
  • Health services administrators
  • Professionals involving in hospital planning, development and construction

 

Assessment:

A minimum attendance of 2 out of 3 days is required for the completion of this course. Participants are also assessed through:

(1) Active participation in teaching activities; and

(2) Short Online MCQ written assessment on the subject matters covered in the course.

Adverse Weather Policy

  • When Typhoon Signal No. 3 or below/Amber or Red Rainstorm Warning is in force – course held as scheduled.
  • If Typhoon Signal No. 8 or above/Black Rainstorm Warning is hoisted at 6:00 am – course will be postponed and detail would be informed through email.
  • At 6:00 am, if announced that Typhoon Signal No. 8 / Black Rainstorm Warning will be hoisted before noon on day of class – course will be postponed and detail would be informed through email.
  • When Typhoon Signal No. 8 or above is hoisted during classes – dismiss immediately. Follow-up wound be informed through email.
  • When Black Rainstorm Warning is hoisted during classes/examinations – course held as scheduled.
